Job Description Location: Project Site (full-time on-site, Buffalo, NY) Reports To: Project Executive / Operations Manager tatus: Full-time, on-site, exempt Salary Range: $145,000 – $200,000 (commensurate with experience) Position Summary The Project Manager is the General Contractor's full-time, on-site administrative and contractual leader, with authorization and control over all project activities. The PM is the single point of contact between the Owner's Representative and GC for all administrative aspects of the project, must possess sufficient technical knowledge and experience to lead the installation team, and shall not change during the course of the project. The PM owns budget, schedule, contracts, change management, MWBE/SDVOB utilization, and overall project delivery. Key Responsibilities • Serve as the GC's primary administrative point of contact with the Owner, Owner's Representative, and Design Consultant throughout pre-construction, procurement, construction, and closeout., • Develop and maintain the overall project schedule (CPM/Gantt in MS Project or P6) with biweekly updates to the Owner, Owner's Representative, and Design Consultant; integrate long-lead equipment, work packages, vendors, inspections, and commissioning., • Manage the Master Project Budget on a fully transparent, open-book basis; deliver monthly cost reports, GMP tracking (when applicable), and procurement/buyout status., • Lead constructability reviews at 30%, 60%, 90%, and 100% design milestones; deliver AACE Class 4/3/2 cost estimates during the Design Phase as required., • Develop and execute the procurement strategy and trade buyout plan; structure first-tier subcontracts so the Owner can step into the contract on GC termination, with all prime T&Cs and insurance requirements passed down., • Manage the MWBE/SDVOB Utilization Plan and good-faith efforts; oversee OCSD-1 through OCSD-6 reporting and monthly compliance submittals., • Schedule, attend, and document weekly job meetings with the Owner, Owner's Representative, and stakeholders; issue minutes (a condition of payment)., • Coordinate organization and delivery of all correspondence between the GC and the Owner's Representative — submittals, RFIs, RFPs, and change orders — via Procore., • Review, price, negotiate, and process change orders with subcontractors; maintain change management log., • Drive monthly billing in AIA G702 format with required certified payroll, apprenticeship documentation, lien waivers, and Schedule of Values discipline., • Coordinate with the Owner and Owner's Representative on room access, equipment shutdowns, and facility interruptions., • Manage record document compilation, O&M manuals, warranties, training, commissioning coordination, and closeout/true-up reconciliation., • Ensure prevailing wage rate notification and posting, certified payroll filing, and 15% apprentice labor-hour compliance across all subcontractors., • Be reachable 24/7 via GC-provided mobile device for the duration of construction Required Qualifications • Bachelor's degree in Construction Management, Civil/Mechanical/Electrical Engineering, Architecture, or related field (extensive equivalent experience considered in lieu)., • Minimum 10–15 years of progressive construction project management experience, with at least 5 years as lead PM on projects of comparable scale and complexity., • Demonstrated experience leading at least one (1) project of $75M+ in installed construction value., • OSHA 30-Hour Construction certification (current)., • Documented experience managing NYS prevailing wage public works projects, including certified payroll administration, apprenticeship compliance, and MWBE/SDVOB utilization reporting., • Proficiency with Procore, Microsoft Project and/or Primavera P6, Bluebeam, Microsoft Excel (advanced), and AIA G702/G703., • Working proficiency with BIM coordination workflows (Autodesk Revit / Navisworks)., • Experience managing change management, GMP development and reconciliation, and open-book cost reporting under a CM-at-Risk, Progressive CMAR, or lump-sum GC delivery model., • Ability to obtain facility identification and pass any required background screening., • Valid driver's license. Preferred Qualifications • Prior PM experience on a SUNY, ESD-funded, or NYS public works construction project., • Mission-critical, data center, hyperscale, or large institutional/higher-ed project experience., • Active professional certifications: CCM (CMAA), PMP, DBIA, or LEED AP., • Professional Engineer (PE) license or Registered Architect (RA) licensure in NY., • Familiarity with Empire State Development (ESD) compliance requirements and the NYS Contract System (NYSCS). Working Conditions Full-time on-site at the project location (with periodic travel for design reviews, owner meetings, and procurement). Combined office trailer and active construction environment. Standard 40+ hour work week with extended hours and 24/7 reachability during critical sequences and emergencies.
