Job DescriptionPrimary Job Title: Senior Telecommunications SpecialistAlternate / Related Job Titles: • Telecom Expense Management Specialist, • Senior TEM Analyst, • Telecommunications Program Manager, • Network Expense Management Specialist, • Migrate existing billing and inventory data into the TEM system, • Partner with internal teams to automate invoice ingestion, validation, and payment workflows, • Establish standardized approval and reporting processesCircuit Lifecycle Management• Manage the end-to-end lifecycle of telecom services: sourcing, ordering, provisioning, optimization, and disconnection, • Coordinate timely setup and disconnects for all offices and construction sites, • Maintain accurate inventory of circuits, bandwidth, vendors, and contract terms, • Track upgrades, suspensions, and demobilizations, • Oversee telecom-related hardware (MiFis, Cradlepoints, cellular-enabled tablets)Invoice Management & Financial Oversight• Collect, standardize, and validate telecom invoices each billing cycle, • Identify billing discrepancies, overcharges, and missed disconnects, • File and track disputes to recover credits, • Identify cost-saving opportunities through plan consolidation and service optimization, • Maintain full audit trails for payments and adjustmentsVendor & Stakeholder Coordination• Serve as primary liaison with national and regional carriers and local ISPs, • Coordinate short- and long-term connectivity solutions based on project needs, • Negotiate pricing, SLAs, and contract terms, • Align telecom management practices with enterprise financial strategyReporting & Business Intelligence• Develop dashboards and executive summaries to track spend, trends, and forecasts, • Support annual budgeting and forecasting for telecom services, • Produce KPIs such as cost per facility, uptime, SLA performance, and dispute recoveryRequired Qualifications• Bachelor’s degree in Engineering Technology or related field, • 7+ years of telecommunications engineering experience (consulting preferred), • 3–5 years of experience in Telecom Expense Management, network procurement, or IT asset management, • Hands-on experience with TEM platforms (Brightfin, Calero, Tangoe), • Strong understanding of telecom billing, circuit provisioning, and mobile data management, • Proven experience coordinating with multiple vendors and internal teams, • Strong data analysis, cost validation, and process standardization skills, • High attention to detail with strong organizational skills, • Proficiency in Excel; familiarity with ERP or financial systems preferred, • Strong negotiation and communication skills, • Comfortable leading process improvement in large organizationsPreferred Qualifications• Knowledge of telecom contracts and carrier negotiations, • Experience integrating TEM platforms with ServiceNow and finance systems, • Familiarity with broadband, fiber, LTE, SD-WAN, and related technologies, • Ability to manage multiple concurrent projects independently, • Experience supporting field operations or construction environmentsBenefits• Medical, Vision, and Dental Insurance Plans, • 401(k) Retirement FundAbout the CompanyAn infrastructure engineering firm designing and building essential infrastructure for cities since 1898.
