POSITION SUMMARY: (WHAT, HOW, WHY) For more than a century, Ohio Valley Goodwill Industries (OVGI) has been a trusted nonprofit leader in providing employment, housing, and supportive services that transform lives and strengthen communities. Each year, OVGI serves thousands of individuals—including people with developmental disabilities, veterans, and individuals experiencing housing instability—by offering job training, transportation, and community-based supports. Through a growing network of Opportunity Centers and partnership networks, OVGI is committed to creating inclusive pathways to independence across Greater Cincinnati. The Director of Developmental Services provides strategic and operational leadership for OVGI’s portfolio of services for individuals with intellectual and developmental disabilities. This includes oversight of all fee-for-service program offerings for youth and adults. The Director ensures services are aligned with person-centered values, regulatory requirements, and OVGI’s strategic priorities. This position works cross-functionally with internal teams and external partners to drive innovation, maintain compliance, and foster inclusive community participation. MINIMUM REQUIREMENTS: EDUCATION, EXPERIENCE, AND LICENSING REQUIREMENTS: • Bachelor’s degree in Special Education, Rehabilitation Services, Human Services, or related field (Master’s preferred)., • Minimum of 5 years of progressively responsible leadership experience in developmental disabilities services., • Demonstrated experience managing and growing fee-for-service programs is required., • Strong financial acumen and experience balancing mission delivery with cost recovery., • Experience supervising teams and managing multi-site operationsSUPERVISOR QUALIFICATIONS / SKILLS:, • Knowledge of DODD, CARF, and Medicaid waiver compliance requirements., • Strong leadership, communication, and problem-solving skills., • Entrepreneurial mindset with a commitment to innovation and sustainability., • Proficiency in Microsoft Office and familiarity with case management systems (e.g., Brittco, CaseWorthy)., • Lead the expansion of existing services and development of new offerings for individuals with intellectual and developmental disabilities across Cincinnati, Northern Kentucky, and Southeast Indiana. Bring an entrepreneurial spirit and a deep passion for designing and delivering high-quality, high-impact interventions that support independence, dignity, and community participation., • Oversee the design, delivery, and financial performance of all fee-for-service developmental services. Ensure programs are competitive, market-responsive, and aligned with organizational sustainability goals., • Ensure service excellence and compliance with Medicaid, DODD, CARF, and local licensing agencies., • Supervise a team of program managers, coordinators, and direct support professionals., • Develop and monitor annual program goals, budgets, and performance outcomes.Strategic Planning & Innovation, • Implement new service models that support community integration and independence., • Develop and execute plans to phase out outdated models (e.g., 14(c)) in favor of competitive integrated employment., • Collaborate with the leadership team to align developmental services with agency-wide priorities and funding opportunities.Partnership & Relationship Management, • Cultivate strong, collaborative relationships with families and caregivers to ensure services are responsive to the unique needs, preferences, and goals of individuals supported., • Serve as a trusted liaison and point of contact for family engagement, regular communication, and conflict resolution., • Develop and maintain partnerships with funders, schools, advocacy organizations, referral sources, and provider networks., • Represent OVGI at community meetings, coalitions, and stakeholder events to strengthen visibility and alignment with community needs., • Foster an inclusive and responsive service culture that values family voice and community connection.Talent Development & Management, • Lead, mentor, and support a diverse team of managers, supervisors, and direct support professionals., • Foster a culture of continuous learning, accountability, and service excellence., • Develop staff development plans and training pathways aligned with compliance requirements and program innovation., • Promote staff retention through recognition, career advancement opportunities, and regular performance feedback., • Champion inclusive leadership practices that empower employees and build high-functioning teams.Staff Development & Compliance, • Ensure staff are trained in best practices, person-centered thinking, and safety protocols., • Monitor compliance with incident reporting, staff credentialing, and participant documentation., • Lead continuous quality improvement and prepare for audits, reviews, and accreditation visits.Data & Reporting, • Analyze program performance, enrollment trends, fee-for-service revenue, and service utilization., • Use data to inform decision-making and communicate program impact., • Prepare reports for internal leadership, funders, and regulatory bodies.WORK HOURS & BENEFITS, • Primarily on-site leadership role with regular travel to service locations., • Occasional evenings or weekends for events, audits, or family engagement.
