Job Description Overview Manager - Total Rewards Compliance Manager Reporting to: VP, Total Rewards The Total Rewards Compliance Manager is responsible for ensuring that the company's total rewards programs, including compensation, benefits, retirement, and wellness, adhere to all applicable federal, state, and local laws, regulations, and internal policies across a complex, multi-state gaming and hospitality environment. This strategic role serves as the organization's subject matter expert on regulatory compliance, develops and implements compliance strategies, maintains a comprehensive compliance calendar, monitors emerging regulatory changes, conducts proactive audits, and provides guidance to HR, Finance, Legal, and operational leadership on compliance-related matters. The role is critical to mitigating organizational risk and ensuring Seminole Hard Rock maintains its reputation for integrity and operational excellence. Responsibilities Regulatory Compliance Management • Ensure total rewards programs comply with federal, state, and local laws including FLSA, ERISA, ACA, HIPAA, COBRA, Section 125, IRS regulations, and other relevant legislation, • Monitor and analyze changes in Department of Labor regulations including state minimum wage increases, salary exemption thresholds, and overtime requirements across all operating jurisdictions, • Manage multi-state compliance for time-off requirements including sick time, paid family leave, and disability regulations with specific focus on states with complex requirements (California, New York, etc.), • Ensure compliance with jurisdiction-specific mandates such as Healthy San Francisco and other local health care spending requirements, including quarterly filings and reporting, • Oversee pay transparency and pay equity compliance, conducting regular audits and managing required communications across all states with pay transparency laws, • Develop and maintain a comprehensive regulatory compliance calendar with automated alerts for all filing deadlines, notice requirements, and regulatory changesBenefits and Retirement Plan Compliance, • Oversee IRS Form 1094-C and 1095-C filings, ensuring accuracy and timely submission for ACA employer mandate compliance, • Manage 401(k) plan compliance including annual non-discrimination testing, Form 5500 filings, and coordination with Transamerica compliance team, • Establish governance protocols for earnings code changes to ensure proper SERP and 401(k) eligibility classifications, partnering with HRIS and Payroll, • Coordinate annual plan audits for health and welfare and retirement plans, maintaining detailed documentation of compliance activities, • Ensure proper administration of COBRA, HIPAA, and ERISA notice requirements, • Partner with external vendors (Winston, Aon, Mercer, Unum) to ensure third-party compliance with plan administration requirementsAudit, Reporting, and Risk Management, • Conduct quarterly and annual compliance audits of compensation, benefits, and rewards programs to identify and remediate issues proactively, • Prepare and submit required regulatory reports and filings accurately and on time, including Form 5500, ACA filings, and state-specific reports, • Maintain detailed records of all compliance activities, audit findings, and remediation actions, • Develop compliance metrics dashboard and present regular status reports to VP of Total Rewards and senior leadership, • Perform travel pay compliance audits to ensure adherence to wage and hour regulations, • Identify potential compliance risks and develop mitigation strategies; respond to and resolve compliance inquiries from employees, managers, and regulatory agenciesPolicy Development and Implementation, • Develop, update, and implement compliance policies and procedures for all total rewards programs, • Create standardized definitions for earnings codes in partnership with Payroll, HRIS, and IT to ensure consistent benefits and payroll treatment, • Draft and coordinate compliance-related communications and announcements for HR, management, and employees, • Maintain comprehensive policy documentation including Summary Plan Descriptions (SPDs), wrap documents, and plan amendmentsTraining, Support, and Cross-Functional Collaboration, • Provide training and guidance to Total Rewards team, HR Business Partners, and managers on compliance-related topics, • Serve as the subject matter expert on total rewards compliance across the organization, • Work closely with Legal, Finance, Payroll, HRIS, and HR Operations to ensure a comprehensive approach to compliance Qualifications Education and Experience • Bachelor's degree in Human Resources, Business Administration, Finance, or related field required, • 5+ years of progressive experience in HR compliance, benefits administration, or total rewards with specific compliance responsibilities, • Experience in multi-state compliance management strongly preferred, • Gaming, hospitality, or similarly regulated industry experience a plus, • Professional certification preferred: SHRM-CP/SCP, CCP, CEBS, PHR/SPHR, or CCEPKnowledge, Skills, and Abilities, • Strong understanding of federal, state, and local laws and regulations affecting total rewards including FLSA, ERISA, ACA, HIPAA, COBRA, Section 125, and IRS codes, • Demonstrated expertise in benefits compliance including 401(k) plan administration, Form 5500 filings, ACA reporting, and non-discrimination testing, • Experience with state-specific compliance requirements (California, New York, Florida, etc.) including paid leave, pay transparency, and local health mandates, • Strong analytical and problem-solving skills with acute attention to detail, • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and HRIS/benefits administration systems; Workday experience preferred, • Ability to interpret complex regulations and translate into actionable policies and procedures, • Excellent written and verbal communication skills with ability to present to senior leadership, • Strong organizational and time management skills; ability to manage multiple priorities and meet regulatory deadlines, • Ability to handle confidential information with discretion and maintain highest ethical standardsWORK ENVIRONMENT, • Duties are typically performed in a professional office setting with hybrid work flexibility, • There may be times when presence in operating areas is required;
