Job Description Position Summary; The Information Systems & Compliance Manager is responsible for overseeing the effective operation, integration, and compliance of the agency’s housing technology platforms, including Yardi, PIC, and related HUD systems. This role ensures that housing data is accurately captured, maintained, and reported in accordance with federal, state, and local regulations. The manager provides strategic leadership in systems administration, compliance monitoring, and process improvement initiatives. In addition to managing system performance and data integrity, the position supports internal departments with reporting, troubleshooting, and staff training to enhance operational efficiency and ensure full regulatory compliance across housing programs. This role involves training both new and current employees in Housing Authority software, troubleshooting and resolving system issues, and identifying and correcting user errors. Key Duties/Essential Job Functions; IT Support & System Maintenance • Serve as the agency's PIC/EIV system administrator; ensure timely and accurate transmission of HUD-required data., • Provide technical support to property management teams, resolving IT issues to ensure smooth operation., • Administer and configure Yardi software modules to support occupancy, leasing, maintenance, and compliance workflows., • Develop and manage databases and other digital systems that track resident data, property information, and maintenance schedules. Data Analysis & Reporting • Collect, manage, and analyze data on housing occupancy, maintenance costs, and resident satisfaction., • Develop and generate custom reports and dashboards for compliance, performance metrics, and decision-making., • Utilize data insights to assist in decision-making for resource allocation and identify areas for operational improvement., • Support the budgeting and forecasting process by providing data-driven insights into asset performance., • Analyze data integrity issues, identify root causes, and implement corrective actions in coordination with relevant departments., • Collaborate with asset management, property management, and finance teams to align data processes with agency goals., • Ensure compliance with HUD regulations, including 24 CFR § 5, 902, and 960, and respond to REAC, SEMAP, and other audits., • Identify areas for performance improvement across the sites mid-month to ensure that each asset's end-of-month figures meet established standards. Asset Management • Assist with assessing the physical conditions of housing units and make recommendations based on data trends for improvements., • Ensure compliance with government regulations and internal standards regarding asset management and data handling., • Coordinate with property managers to ensure that Low-Income Public Housing (LIPH) property management files are fully compliant with HUD and audit regulations., • Collaborate with the Modernization Department to ensure the Housing Authority remains compliant with lead regulations in units where lead presence has been identified., • Monitor, audit, and reconcile PIC discrepancies and Income Verification Tool (IVT) reports to support compliance efforts., • Support the Chief of Property Operations to ensure that site staff adhere to HUD guidelines regarding recertifications, HOTMA, HIP, and NSPIRE requirements., • Provide support to the Asset Management and Modernization Departments with the disposition of property., • Identify and reconcile discrepancies in transactions and information between Low-Income Public Housing (LIPH) sites; Section 8; Procurement and the Finance Department., • Review and rectify discrepancies in the Housing Authority Software inputted by users, including but not limited to work order entries, move-ins, move-outs, and transfers., • Maintain documentation for system architecture, data flows, and compliance procedures. Training & User Support • Provide technical support and training to staff regarding housing systems and data procedures., • Develop and update user guides for staff and residents as needed., • Provide on-site technical support to the Asset Management department, including the setup, maintenance, and troubleshooting of computer hardware, software, and housing-related systems., • Coordinate system upgrades, testing, and implementations with internal and external stakeholders., • Serve as the primary point of contact for tech-related issues within the property management team., • Perform other duties as assigned. Education/Qualifications; Bachelor’s degree in computer science, Information Technology, Asset Management, or a related field. Relevant work experience may be considered in lieu of a college degree. 2+ years of experience in IT support, data analysis, or asset management, preferably in property management or public housing. Strong understanding of HUD regulations, PIC, EIV, and asset management practices. Solid understanding of computer hardware, network configurations, and cybersecurity principles. Must have the ability to troubleshoot and evaluate problems called in by users and convey the appropriate information to the software vendor. Excellent analytical, problem-solving, and communication skills. Strong interpersonal and written communications skills. Must have the ability to listen and communicate with a diverse group of individuals. Possess a valid CT driver’s license and travel to various unaccompanied sites. Skills/Competencies; • Strong proficiency with data management software (e.g., SQL, Excel) and property management software (e.g., Yardi, MRI). Experience working within low-income public housing or affordable housing sectors., • Familiarity with HUD regulations and compliance standards., • Ability to work independently and as part of a team in a fast-paced, mission-driven environment., • Passion for contributing to the mission of supporting affordable housing for low-income families and individuals. Working Conditions; • Office-based position with occasional field visits to property sites unaccompanied., • Ability to work occasional evenings or weekends, if necessary, to support urgent system needs.
