The Counter Criminal Capabilities (CCC) Programme will modernise HMRC's investigative capabilities through a variety of projects, intended to mitigate escalating threats from organised crime exploiting advanced technologies such as encryption, and enhancing our response to cyber-crime. Examples of the projects in scope of the programme include: Maintaining Access to Criminal Intelligence (including oversight of secure estates reconfiguration, open-source research tooling, eDiscovery, covert capabilities, IoT exploitation) Modernised investigation management (automation, GDPR-compliant systems) The programme budget is c.£150m over 3 years and the key programme outcome is to protect £1.7bn of HMRC revenue by the end of FY29/30. Job description The Programme Manager provides strategic leadership of the Programme's governance, PMO, and benefits management teams to ensure that programme governance and controls are in place to ensure successful delivery of outcomes. The role operates at senior level, balancing governance, delivery assurance, and stakeholder management. You will lead cross‑functional teams, manage risk and interdependencies, and provide high‑quality reporting to senior leaders and governance boards. You will work alongside another Grade 6 programme manager - they will be responsible for programme management and delivery of CCC projects. Your respective roles and responsibilities will be regularly reviewed to ensure the right balance between teams. Person specification Key Responsibilities Programme Leadership & Delivery Establish and maintain programme governance structures consistent with government standards (e.g., GMPP, HMT Five Case Model) and the HMRC end to end project lifecycle. Oversee programme planning, delivery roadmaps, milestones, resourcing and budgeting. Risk, Issue & Dependency Management Through the PMO team, ensure all programme and project risks, issues, assumptions, and dependencies are identified and proactively managed. Ensure appropriate escalation routes and mitigation actions are defined and monitored. Stakeholder & Relationship Management Build strong and influential relationships across government departments, delivery partners, and enterprise functions. Work closely with the Senior Business Sponsor, Programme Director, and Senior Responsible Owner (SRO), Programme Board, and operational leads to maintain alignment and accountability. Facilitate workshops, briefings, and cross‑functional collaboration forums. Governance, Reporting & Compliance Produce highquality progress reports, dashboards, and papers for Programme Boards, SRO reviews, and assurance activities. Responsibility for the programme business case and updates to it as required for governance and to reflect progress / any changes Ensure adherence to relevant governance standards, including government delivery frameworks, assurance checkpoints, and audit requirements. Manage external reviews, including Gateway/IPA health checks, where applicable. Responsibility for programme change control processes People Leadership & Team Management Lead multi-disciplinary project teams and matrix resources, promoting a positive, inclusive, and high‑performance culture. Your team of direct reports will change over time but on average is expected to be 10-15 FTEs. Provide coaching, guidance, and support to Delivery Managers, PMs, Analysts, and other project staff. Champion professional development aligned to Project Delivery frameworks. Benefits Management & Business Change Alignment Own the benefits strategy, ensuring benefits are tracked, measured, and aligned to the business case and organisational objectives. Work with Change, Operations, HR, and Communications to embed change fully into business areas. Essential Criteria: Significant experience delivering complex programmes in UK Government/Civil Service, large public‑sector bodies, or a National Security context. Experience of working in an intelligence or investigation environment, from either an operational or programme delivery perspective. Comprehensive understanding of programme governance, assurance, benefits management, risk methodologies, and government delivery frameworks (e.g., NISTA, GMPP, HMT business case guidance). Demonstrable leadership in complex, fast‑paced environments with competing priorities. Excellent communication skills with senior stakeholders, including drafting board-level papers and presenting to senior leaders. Experience managing suppliers, delivery partners, or outsourced teams in large-scale transformation.
