Framework Engineering – Design Manager

• Lead engineering design and assurance for design and construction through the entire project life cycle through to handover, • Take full accountability for all engineering and design activities on the framework, • Manage design managers, engineering staff, design houses, technical leads, and quality assurance staff, • Lead design compliance and change, temporary works coordination and design, BIM, materials management, quality assurance, and handover, • Develop and implement the Framework Design Strategy, • Establish integrated framework design controls, processes, and procedures aligned with GAL and The Costain Way, • Provide technical leadership and manage framework quality controls to deliver safely, to quality, on time, and within budget, • Coordinate external design consultants, internal CEL design, subcontractor-designed elements, and integrated design elements, • Engage with the client team and external stakeholders, including National Highways, to enable successful handover, • Support tender solution development, writing, review, and management for future works, • Support technical strategy and pipeline development with the preconstruction and project directors, • Collaborate with the project leadership team on safe, efficient design, delivery, and handover, • Assess team competency and ensure appropriate skills and resources, • Lead safe-by-design practices and discharge CDM, legislative, ISO, and Costain Way responsibilities, • Ensure works comply with design information, planning constraints, technical specifications, and Costain Way guidance, • Coordinate technical, design, and quality managers as an integrated team, • Promote a Right First-Time approach to quality, • Manage interfaces and information flow between design and construction teams, • Provide planning and procurement support, • Build strategic design partnerships with the supply chain, • 10 years+ experience in construction delivery with 3 years+ in a management position (e.g. Senior Design manager), • Knowledge and experience of relevant design solutions and standards (GAL standards, ICAO / CAP and Specification for Highways Works), common construction techniques and related procedures, • Experience of working within a Principal Designer and Principal Contractor environment (i.e. where Costain undertakes these roles), • Knowledge and experience of Temporary Works procedures, • Knowledge and experience setting up Framework processes and controls, • Degree or equivalent qualification in Civil Engineering (or related discipline), • Relevant CSCS Card, • Chartered Engineer and Membership of a professional engineering institution, • Applicants with aviation and highways (GAL and NH experience) are preferred Demonstrates extensive experience in leading engineering design and assurance throughout the project life cycle, with a strong focus on compliance, quality control, and stakeholder engagement.
