Job Description Job Summary: Under the general supervision of the Airfield Maintenance Manager, supervises and leads a crew of mechanics in skilled and semi-skilled work activities. Manages all aspects of fleet maintenance and centralized purchasing and supply chain logistics. Assists and supports airfield repair and maintenance operations. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other Airport Authority employees, outside vendors, airport tenants and the general public. Essential Job Functions: • Perform and coordinate supervisory and advanced-level technical, analytical, and administrative duties for assigned fleet mechanic and maintenance activities and operations., • Administer fleet software program; update and expand software, as necessary; adapt software to Authority's needs; maintain records of repairs performed and time and expenses charged to repairs; publish reports., • Review operational records, mileage, and maintenance records; perform statistical and report studies and develop recommendations regarding equipment rates, equipment replacement schedules, and recommended replacement equipment quantities and capabilities., • Prepare specifications and make recommendations on the purchase, sale, and disposal of new and used vehicles and equipment., • Develop and implement preventative maintenance programs for fleet equipment and vehicles to maximize useable life., • Develop and maintain an inventory system of parts concentrating on just in time inventory management practices., • Manage purchasing contracts for maintenance fleet and equipment supplies, materials, and parts., • Manage equipment storage locations and procedures., • Administer fleet fuel and fluid systems including user entry, fleet entry, procedures, inventory management, and purchasing., • Manage Field Maintenance Safety Data Sheet system., • Ensure maintenance shop and mechanic employees comply with all applicable safety regulations including OSHA compliance., • Supervise equipment inspection and certification programs to include safety related inspections., • Supervise work order system entries., • Maintain current knowledge of new trends and innovations in the field of fleet services; monitor developments related to equipment maintenance, evaluate their impact, and implement policy and procedure improvements to enhance equipment reliability and reduce operational expenses; evaluates and recommends alternative fuel and power options., • Coordinate fleet mechanic and maintenance activities with other Authority departments and outside agencies and organizations; provide information and assistance regarding maintenance programs and services; receive and respond to concerns and questions; review issues and recommend corrective actions., • Direct fleet maintenance and repair activities, including planning, estimating, scheduling, inspecting, and monitoring work being performed; integrate new program activities into maintenance schedules., • Participate in the selection of mechanic personnel; assign and review the work of technical support staff; establish employee performance expectations and submit performance evaluation recommendations to Airfield Maintenance Manager; provide or coordinate employee training; work with employees to improve job-related skills and competencies; recommend performance improvement plans, if necessary., • Establish schedules and methods for providing fleet maintenance services; identify resource needs, review needs with appropriate management staff; allocate resources accordingly., • Perform mechanical repair work when necessary., • Performs the work of maintenance and repair of airport equipment, runways, taxiways, parking areas, roadways, airport grounds, passenger boarding bridges, sheet metal building exteriors, storm water drainage systems, and exterior facility painting., • Supervises, evaluates and performs work in an outdoor and indoor shop environment., • Supervises and evaluates employee compliance with safety rules and work performance; reports inappropriate employee conduct to Airfield Maintenance Manager., • Assists Airfield Maintenance Manager with scheduling and assigning work; prepares time and material estimates, and prepares reports and work summaries., • Performs other functions as assigned by the Airfield Maintenance Manager that generally apply to this class of work. Required Knowledge, Skills and Abilities: • Knowledge of computer systems including the use of spreadsheets, databases, data entry programs, fleet management software, and statistical report generation;, • Knowledge of applicable federal, state, and local laws, codes, and regulations;, • Knowledge of the standard practices, methods, tools and materials used in the maintenance and repair of light and heavy automotive, construction and airport snow removal equipment;, • Knowledge of the standard practices, methods, tools and materials used in mechanical trades;, • Knowledge of safety hazards and relevant safety precautions;, • Knowledge of the theory, care and operation of gasoline and diesel engines;, • Ability to troubleshoot and diagnose mechanical troubles, determine and perform appropriate maintenance, repair or replacement work;, • Ability to keep detailed maintenance records;, • Knowledge of preventive maintenance programs;, • Knowledge of traffic regulations as they apply to the safe operation of motorized construction and maintenance equipment;, • Ability to operate heavy-sized construction and maintenance equipment;, • Ability to perform heavy manual work;, • Ability to work in severe weather conditions;, • Ability to work without close supervision, make independent decisions, follow instructions and accept constructive criticism;, • Ability to work effectively with other employees and supervisory staff;, • Ability to communicate using two-way radio;, • Ability to communicate tactfully and courteously with the public and co-workers;, • Ability to reorganize daily work schedule depending on staffing and/or activity in area;, • Ability to be safety conscious at all times regarding physical activity (lifting and moving items);, • Mental ability to address potential adverse or negative situations that may arise from time to time;, • Must be dependable, reliable and have a previous history of good attendance and punctuality;, • Must be able to attend staff meetings and training meetings as required;, • Knowledge of and ability to operate ladders and lifts;, • Sufficient clarity of speech and hearing or other communications capabilities, with or without reasonable accommodations, which permits the employee to communicate effectively with other personnel and via two-way radio with air traffic control tower personnel;, • Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to read technical documentation and manipulate small objects in confined areas;, • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to adjust and perform effectively within confined areas and work around construction sites, inside a maintenance repair shop, and within a dynamic airfield operating environment. License or Other Requirements • Successful post-employment physical and drug test., • Successful background investigation to obtain unescorted airport identification/access privileges., • Possession of a valid state of Iowa Class B CDL vehicle operator's license or ability to obtain within 6-months of hire., • Random drug and alcohol testing required Acceptable Experience, Training & Other Qualifications • Associate's Degree or higher education is preferred, with a minimum of five years of experience in equipment maintenance and repair;, • Three or more years of experience in fleet management is preferred;, • Three or more years of supervisory experience is preferred;, • Must be able to perform heavy manual work in severe weather conditions;, • Must be able to lift a minimum of 75 pounds unassisted and heavier loads with assistance;, • Ability to use hand/feet for repetitive single grasping, fine manipulations, pushing and pulling and operating controls and equipment., • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;, • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to read technical documentation and manipulate small objects in confined areas;, • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to adjust to confined areas and work around construction sites and on the airfield., • Successful post-employment physical and drug test;, • Successful background investigation to obtain unescorted airport identification/access privileges;, • Possession of a valid state of Iowa vehicle operator's license.
