Job Description: As the West Coast Natural Resources Group Manager, this position is to develop and manage natural resource projects from the pursuit and proposal phase through deliverable completion and close-out while mentoring, hiring, and training staff. Along with mentoring and training, this position will monitor staff workloads and progress on assigned projects to ensure that project goals and objectives are accomplished to both internal and external quality expectations. This position will work as a project manager and/or provide technical support on large and small-scale federal, state, and local infrastructure and development and regulatory compliance projects. Projects will require management of NRS staff, inter-discipline coordination, coordination with various engineering disciplines, but may also require management of technical leads in-house and sub-consultants. As a project manager this position plans, directs, manages, primary and reviewer of technical analysis and recommendation documents, oversees and conducts fieldwork (as needed), and provides oversight of projects to ensure that project goals and objectives are accomplished within prescribed schedule and budget parameters. Group Manager Responsibilities: • Manages and completes project tasks, including staff oversight, fieldwork, and deliverables, within schedule and budget constraints, • Foster and maintain good working relationships with state and federal agency staff and clients, • Take initiative and be proactive to resolve problems and implement improved procedures to assure tasks are completed effectively, • Coordinate and obtain permitting and adhere to agency guidelines/policies, • Remain current with agency protocol for conducting natural resources work, • Manage natural resources staff workloads, task assignments, training, hiring, and performance evaluations, • Approves natural resources staff timesheets and expense reports, • Assist and lead marketing and business development tasks to achieve company goals and objectives, as necessary Technical Lead Responsibilities: • Coordinate staff for fieldwork, including survey, and monitoring. This position may require fieldwork participation as well as oversight and coordination of staff., • Prepare and review technical assessments/evaluations, reports, and writing deliverables, • Perform research and synthesize findings into technical reports and permit documentation, • Effectively communicates with management, technical staff, and clients, • Provides effective and professional internal and external coordination and collaboration with clients, project partners and stakeholders, • Interface with clients, and Federal, Local and State government contacts, • Develop proposals, hour estimates, scopes of work, and project schedules, • Review design plans for compliance with environmental and/or permit requirements, • Direct staff and subs to ensure that project scope is accomplished within schedule and budget parameters Job Qualifications (Education, Experience, and Skills): • Minimum of a bachelor’s degree in biology, botany, wildlife, ecology, environmental sciences, or related degree, • Minimum of fifteen years of experience in natural resources management, related fieldwork and document preparation., • Demonstrated experience in managing and completing projects on time, and within budget, • Demonstrated knowledge of of federal, state, and local regulations pertaining to natural resources including but not limited to Endangered Species Act, Clean Water Act, California Environmental Quality Act, and National Environmental Policy Act, • Experience with federal and state agency consultations for listed species, • Experience with preparing environmental regulatory compliance documents and conducting fieldwork for biological assessments/evaluations, jurisdictional delineations including wetlands, and water permit applications, • Experience with desktop analysis for determination of field survey needs for projects, • Knowledge of Western US flora and fauna, • Excellent written and oral communication skills, • Strong technical writing, analytical, fieldwork, problem solving, and data management skills, • General computer hardware and software skills, • Ability to work independently and take the initiative expected given years of experience and knowledge., • Ability to work closely with fellow employees and clients, • Ability to foster a positive work environment and organize and handle multiple assignments, • Ability to pass a background check, • Project Specific Requirements may include, but not limited to, additional background checks and/or drug testing prior to and during work on the project, • Ability to work in harsh outdoor conditions (heat, cold, dust, wind, and rough terrain), • Ability to climb stairs without assistance, • Ability to lift and carry 30 pounds of equipment for at least 1 hour, • Ability to drive to project locations or meetings as needed., • Ability to use a computer while sitting for extended periods on a daily basis, • Ability to work in both office and work-from-home environment Competencies (To perform the job successfully, an individual should demonstrate the following competencies): • Communicative – interacts openly with others; can maintain relationships, works well independently or with a team., • Consultative - Consults with other disciplines as needed; tolerates different perspectives or opinions., • Decisive & Action Oriented - Has a high level of energy and stamina; gets things done; makes sound educated but rapid decisions even when short of information; enjoys managing challenging projects and works well in fast-paced and pressure environments.
