WORK SCHEDULE: Monday Friday, 8:00 AM 5:00 PM ACCOUNTABLE TO: Chief Financial Officer (CEO, in absence of CFO) ACCOUNTABLE FOR: Oversight of accounting systems, financial reporting, fiscal compliance, and supervision of accounts payable, accounts receivable, and bookkeeping functions across all affiliated companies. In the absence of the Chief Financial Officer (CFO), this position is responsible for assuming executive-level financial oversight and decision-making authority to ensure continuity of leadership and operations. Additionally, in the absence of the CFO, the Controller is accountable for maintaining functional continuity across the Accounting & Finance Division by assuming or reassigning essential duties within the division and ensuring that cross-training protocols are established and followed. CLASSIFICATION: W-2 employee; full-time hourly COMPENSATION RANGE: Ranges between $30.00 per hour to $50.00 per hour, commensurate with experience and qualifications ANTICIPATED TRAVEL: Up to 10% of the time (interoffice and site-based meetings) SUMMARY OF POSITION RESPONSIBILITIES: The Controller is responsible for leading all general accounting, financial reporting, and audit preparedness functions for Enterprise Management and its contractually serviced companies. This includes oversight of day-to-day accounting activities, budgeting, compliance, and financial controls across multiple industries such as healthcare, housing, food service, and real estate. Reporting directly to the CFO, the Controller plays a strategic leadership role, ensuring financial systems operate efficiently, timely reports are produced accurately, and fiscal compliance is maintained across all contracts, grants, and funding sources. The Controller supervises the accounts payable, accounts receivable, and general ledger teams, and collaborates with executive leadership to ensure organizational growth is supported by a strong financial infrastructure. At the request of the Chief Executive Officer (CEO), the Controller shall assume the responsibilities of the CFO in their absence, providing continuity of financial leadership and strategic direction. SCHEDULED DUTIES AND RESPONSIBILITIES: • Manage day-to-day accounting operations including AP, AR, GL entries, bank reconciliations, payroll coordination, and monthly closing processes, • Oversee consolidated financial reporting across multiple legal entities, business lines, and cost centers, • Develop, implement, and maintain accounting policies, internal controls, and procedures that ensure regulatory and contract compliance, • Supervise and mentor finance team members including AR/AP Managers, Bookkeepers, and Junior Accountants, • Prepare monthly, quarterly, and annual financial statements in accordance with GAAP, • Ensure timely and accurate grant, contract, and restricted fund tracking and reporting, • Coordinate annual budgeting process and provide budget performance monitoring support to leadership, • Manage preparation of internal dashboards and financial KPIs for executives and board reporting, • Coordinate external audit and tax preparation processes; prepare and/or review audit schedules, • Serve as system administrator for accounting platforms; oversee account structure, journal entry workflows, and reporting templates, • Liaise with program and operations leaders to align accounting with service delivery models and billing workflows, • Ensure proper classification and reconciliation of intercompany transactions, shared services, and cost allocations, • Maintain accurate, timely data in accounting platforms and enterprise systems (e.g., QuickBooks, Sage Intacct, NetSuite, or other systems in use) UNSCHEDULED DUTIES AND RESPONSIBILITIES: • Serve as point of contact for finance division escalations and internal/external stakeholder inquiries, • Take initiative to identify areas for process improvement and cost savings, • Assist with special projects, vendor transitions, and system implementations as assigned, • Participate in interdepartmental workgroups focused on performance improvement or new service lines, • Support the CFO/CEO with ad hoc financial analysis and reporting, • Assist your supervisor with any work-related tasks as requested, taking initiative where possible, • Remain informed and compliant with regulations and standards, including COMAR, CARF, and other relevant governing bodies, as well as company policies and procedures, • Co-facilitate orientation of new hires related to documentation, payables procedures, and compliance requirements, • Support the maintenance of a safe work environment by participating in drills and safety trainings as requested, • Maintain confidentiality of all records, especially those relating to client treatment or financial information, • Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor, • Contribute to quality assurance and performance improvement plans by conducting audits and activities that ensure regulatory compliance and improve revenue cycle performance, • Provide strategic financial advice to the CFO and executive leadership team, • Assist with mergers, acquisitions, and expansions including financial due diligence and systems integration, • Step into CFO responsibilities on an interim basis when assigned by the CEO Overview: The Corporate Compliance Officer will possess the skills and experience necessary to identify potential issues within Accounting & Finance. The Compliance Officer is responsible for developing, implementing, and monitoring the programs, policies, and practices that ensure compliance with federal, state, local, and accreditation standards. The Compliance Officer is expected to remain up to date on laws and regulations that may affect the organization's policies and procedures. This position requires objectivity, independence from other agency departments, strong attention to detail, and familiarity with investigative protocols and formal reporting practices. Accountability: The Corporate Compliance Officer shall be accountable to the CEO and/or Board of Directors. Duties: The chief responsibilities of the Compliance Officer include planning, implementing, and monitoring the Corporate Compliance Program. This position is also responsible for coordinating internal and external compliance audit activities and ensuring consistent communication of expectations and results. The Corporate Compliance Officer will: • Oversee and monitor the implementation of the Corporate Compliance Program, • Conduct corporate compliance risk assessments, • Report regularly to the CEO and/or Board of Directors on compliance program progress and assist with developing improvement plans, • Periodically revise and update the Compliance Program as needed, • Review and evaluate Standards of Conduct Statements, • Develop and implement a Compliance Training Plan for all staff, • Assist the CEO with internal compliance review and monitoring activities, • Investigate complaints and coordinate appropriate action plans with affected departments, • Develop policies and practices that encourage staff to report suspected fraud or impropriety without fear of retaliation, • Clearly communicate the objectives of the Compliance Program and track accomplishments, • Access and review records related to compliance monitoring activities and document findings, • Maintain a communication log for compliance-related inquiries and reports, • Compile reports of calls received, investigations conducted, findings made, recommendations issued, actions taken, and progress achieved, • Establish and communicate available reporting procedures and modes (e.g., email, online reporting tools, voice mail, suggestion box), • Conduct periodic interviews with internal and external stakeholders, • Analyze program and service utilization patterns for irregularities, • Conduct unannounced mock surveys, audits, inspections, and investigations to assess staff readiness and identify areas for corrective action, • Reevaluate previously identified deficiencies to confirm implementation of improvements, • Present written compliance evaluations and reports to the Compliance Committee, CEO, and/or Board of Directors at least annually PHYSICAL DEMANDS: • Prolonged periods sitting at a desk and working on a computer, • Occasional lifting up to 25 pounds, • On-site only, • Strong technical accounting knowledge, including GAAP and fund accounting principles, • Excellent financial analysis, forecasting, and reporting skills, • High-level organizational, problem-solving, and communication abilities, • Team leadership with experience supervising accounting staff, • Proficiency in Excel and accounting systems (QuickBooks, Sage Intacct, or similar), • Familiarity with nonprofit, healthcare, real estate, and government contract accounting highly desirable LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS: • Master's degree in Accounting, Finance, or related field (required); CPA or MBA preferred, • Minimum 57 years of progressive accounting experience, including 2+ years in a supervisory capacity, • Demonstrated experience managing multi-entity accounting operations, • Experience with federal and state grant reporting, compliance, and cost allocation preferred, • Strong familiarity with audit and internal control frameworks
