Job DescriptionSalary: $74 $112 Hourly DOE PEMCCO is seeking a Project Manager Trackwork Engineering Services to serve as the accountable delivery lead for MTA trackwork engineering task orders and related work orders. This role is responsible for integrating technical, operational, administrative, and stakeholdermanagement activities into a compliant, onschedule, and onbudget delivery model. The Project Manager leads multidisciplinary coordination across track, civil, structural, inspection, analytics, construction support, and capital program support functions, and serves as the primary point of accountability for quality, responsiveness, and issue resolution. Key Responsibilities: • Lead and manage concurrent work orders involving track assessment, rehabilitation design, standards support, field investigation, construction-phase services, and broader capital engineering support for MTA heavy rail, light rail, MARC, freight-related, station, facility, and associated-structure environments., • Establish and continuously manage scope, schedule, budget, staffing assignments, deliverable milestones, review cycles, and internal execution plans for each task assignment., • Direct the preparation and quality review of engineering reports, design narratives, drawings, technical specifications, bid support packages, construction cost estimates, schedules, value engineering studies, and management briefings., • Coordinate technical decisions and work sequencing across track, civil, structural, geotechnical, inspection, data analytics, and construction support personnel to ensure the final work product is integrated and buildable., • Serve as MTAs day-to-day management interface for progress reporting, issue escalation, action-item tracking, meeting facilitation, decision documentation, and resolution of scope, schedule, budget, quality, and field-access concerns., • Manage risk identification and mitigation for design errors and omissions, maintenance-of-traffic or service impacts, field conditions, stakeholder coordination gaps, contractor-related issues, and schedule recovery needs., • Oversee construction-phase support activities, including contractor submittal and shop drawing review, field issue response, site investigations, RFI coordination, revision support, and as-built documentation oversight., • Coordinate with MTA Engineering, Operations, Safety, Planning, and external oversight or regulatory stakeholders as needed to support project delivery and agency decision-making., • Ensure compliance with MTA standards, contract requirements, internal QA/QC procedures, and applicable engineering, safety, and documentation expectations., • Support deployment and oversight of data-driven initiatives such as predictive maintenance reporting, dashboards, engineering databases, and asset performance analysis where required by the task order. Competencies: • Rail/transit program and task-order management, • Multi-discipline coordination and technical integration, • Executive client communication and stakeholder management, • Scope, schedule, and budget control, • Risk management and issue resolution, • Quality assurance / quality control leadership, • Decision-making under operational and field constraints, • Strong written communication for technical and management audiences Required Qualifications: • Bachelors degree in Civil Engineering, Transportation Engineering, or related engineering field., • Active Professional Engineer (PE) license in the State of Maryland at time of submission., • Minimum fifteen (15)+ years of progressively responsible experience managing complex, multi-discipline railroad and/or rail transit engineering projects., • Demonstrated experience delivering projects involving design coordination, technical documentation, field conditions, stakeholder engagement, schedule management, and budget accountability., • Demonstrated experience managing engineering and construction support deliverables in public-sector or transit environments. Preferred Qualifications: • Experience with MDOT MTA, WMATA, MARC, Class I or short-line freight, commuter rail, heavy rail, light rail, or similar operating rail systems., • Experience managing open-end / on-call A/E contracts and task-order-based service delivery., • Familiarity with ProjectWise, document control systems, capital program reporting, schedule review, and construction coordination workflows., • Experience supporting asset analytics, dashboard reporting, predictive maintenance initiatives, or engineering database programs., • PMP, CCM, or other recognized project delivery certification preferred. Additional Eligibility Qualifications: • Authorized to work in the United States with the ability to satisfy MTA project access, background review, and security badging requirements., • Ability to work in both office and field environments and support periodic site visits in active rail, maintenance, or construction settings., • Ability to manage multiple concurrent priorities in an as-needed open-end contract environment.
