Job DescriptionSalary: $120,000-$155,000 DOE SCIF Technical Senior Project Manager Job Description Improve Group is seeking a SCIF Technical Senior Project Manager to provide advanced construction leadership and technical expertise for the planning, build-out, modernization, and accreditation of Sensitive Compartmented Information Facilities (SCIFs) and related secure spaces. This position integrates security requirements into the full project lifecycle, managing subcontractors, construction sequencing, design coordination, and accreditation activities in alignment with ICD-705, ICS 705-1/705-2, DoDM 5105.21, UFC, USACE, TEMPEST, and related standards. Based out of our Albuquerque, NM office, this hybrid position allows for a blend of in-office and remote work, with 1530% travel to project sites and operational initiatives. As a SCIF Technical Senior Project Manager for Improve Group it is crucial to be strategic, resourceful, and excited by the opportunity to problem solve in the field. Key Responsibilities SCIF Construction Leadership • Serve as the lead technical SME for SCIF construction across new-build, retrofit, modular, and deployable environments., • Oversee slab-to-slab secure envelope construction, STC-rated assemblies, RF shielding, grounding/bonding, power filtering, waveguides, protected distribution, secure conduit pathways, and IDS/access control installations., • Conduct pre-proposal scope reviews and prepare product submittal packages:, • Review scope with account executives and design teams to confirm deliverables., • Review and select subcontractors/vendors for the identified scope., • Compile external estimates and create firm fixed price pricing for client-facing proposals., • Build detailed submittal packages and submit for client approval before POs are issued., • Schedule and conduct pre-construction meetings with internal teams and site stakeholders., • Perform regular site visits as project complexity requires; prepare site visit reports., • Manage logistics, product orders, and deliveries; incorporate critical path items into project schedules., • Strategically track and guide projects to completion:, • Maintain Gantt schedules on a weekly basis., • Coordinate daily check-ins and weekly status meetings., • Address challenges, scope changes, or delays proactively., • Lead project closeouts:, • Perform QA/QC before client walkthroughs., • Review architectural, engineering, telecom, and security drawings in SD/DD/CD phases., • Ensure compliance with ICD-705, acoustic/STC design, RF/TEMPEST shielding, secure cable separation, and power conditioning requirements., • Conduct field inspections verifying all secure construction elements., • Maintain QC checklists, deficiency logs, and corrective action plans., • Support the development of accreditation packages including FFCs, CSPs, TEMPEST documents, risk assessments, and as-builts., • Coordinate pre-, mid-, and final accreditation inspections with CSAs., • Support acoustic testing, RF shielding continuity, IDS testing, access control verification, and secure IT readiness., • Maintain the master operations schedule, providing visibility into workloads, dependencies, and team capacity., • Support internal initiatives, system rollouts, and process improvements (e.g., Procore, MS Project)., • Lead onboarding for new employees on systems, tools, and operational processes., • Provide day-to-day Q&A support, SOP updates, and process guidance. Required Qualifications • 1015+ years of SCIF or secure facility construction experience., • Expertise with ICD-705, ICS 705-1/705-2, DoDM 5105.21, NISPOM, TEMPEST, and related standards., • Strong commercial construction and subcontractor management background., • Project management experience, including scheduling, pricing, budgeting, and milestone tracking., • Relevant degree or equivalent SCIF-related experience, with strong business acumen (written and verbal)., • Ability to interpret, redline, and review A/E drawings and technical documents., • Familiarity with secure networks, protected distribution systems, and classified environments., • Clean driving record with proof of insurance and valid drivers license., • Ability to gain access to DoD facilities., • Ability to communicate effectively and work with others/function as part of a team and maintain good working relationships within other IG departments in a variety of time zones., • Must be based in Albuquerque, NM office, with ability to work a hybrid schedule., • Must be able to travel 1530% of time to project sites and operational initiatives., • Must be proficient with MS Suite applications including Outlook, Teams Excel, Word, and PowerPoint. Preferred Qualifications • Experience with modular or deployable SCIFs., • Background working with DoD, DOE, DCSA, DIA, CIA, NSA, or other IC agencies., • Experience with project management tools (Procore, MS Project) and internal operations initiatives., • Preferred prior security clearance (secret or top secret) with the ability to attain DoD clearance., • Prior security clearance with the DoD, highly preferred., • Previous TS/SCI clearance highly preferred.
