Job Description Who we are: West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett—St. John’s, Samaritas, and Wellspring Lutheran Services. WMPC executes an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services (MDHHS), utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. Join WMPC as our Performance and Quality Improvement Manager— where you’ll lead WMPC’s PQI initiatives, oversee staff and subcontractor performance, ensure compliance, drive continuous improvement, and use data to enhance outcomes for children and families. While WMPC maintains primarily a remote workforce, this position does have some in-person requirements and candidates local to West Michigan are preferred. How you will spend your day: • Promoting and implementing protocols, policies, and procedures related to the PQI framework across WMPC network providers., • Leading performance improvement planning, reviews, and progress assessments with subcontractors., • Facilitating collaborative meetings to standardize performance and build CQI capacity across the network., • Staying current on research and evidence-based practice for CQI, change management, and foster care program evaluation., • Supervising, motivating, developing and supporting high-performing PQI Coordinators., • Tracking, monitoring, and reporting on contract compliance, including quarterly reviews and annual audits., • Overseeing the PAFC audit process, audit readiness, and Corrective Action Plan (CAP) reviews, ensuring compliance with ISEP, contract, and DCWL standards., • Conducting quality assurance reviews of case records, MiSACWIS, and CoBRIS data., • Ensuring WMPC compliance with federal, state, and county regulations, COA standards, and contract requirements. • Managing and reporting on risk management and prevention activities, including root cause analyses and critical incidents. • Supporting the Evaluation and Impact Director in evaluating program outcomes and developing reports for MDHHS, the WMPC Board, etc., • Collaborating with the Lead Data Scientist to refine business intelligence solutions., • Integrating DEIB principles into PQI processes, data collection, and reporting to ensure inclusive practices and equitable outcomes. • Promoting equity in PQI communications and materials, including dashboards, reports, and presentations. • Building liaison relationships with MDHHS, BSC 3, and other partners impacting children and families served by WMPC., • Participating in cross-agency projects such as strategic planning, staff development, conferences, and annual reports., • Overseeing PQI Coordinator orientation and onboarding. What we need from you: • Bachelor’s degree with at least three years of progressively responsible experience. Master’s Degree is preferred. Experience in social work, mental health, public administration, or related field., • Experience supervising others., • Knowledge and prior experience in evaluation and continuous quality improvement with data analysis, interpretation, and visualization skills., • Knowledge of child welfare principles/standards, practices, and systems (i.e., foster care, adoption, child placing agency licensing and placement procedures). Experience in Kent County Child Welfare is preferred., • Technical writing expertise and interpersonal skills necessary to lead and interact with a diverse group of individuals and stakeholders., • Proficient with Microsoft Office products and web-based applications., • Ability to read, write, and communicate effectively in English.
