Job Description The Senior Proposals Manager is a high-impact individual contributor responsible for leading the full lifecycle of federal proposal development across Command Holdings' federal sector companies. This role operates at the senior level and works independently and collaboratively to ensure that all proposals submitted by CH’s federal sector companies are accurate, compliant, and persuasive. The Senior Proposals Manager owns the proposal process from solicitation release through final submission, supporting the writing, editing, organizing, and coordinating content to align with evaluation criteria and customer requirements. This role does not have direct supervisory responsibilities but serves as the subject matter leader for all proposal activity, coordinating across business units and external teaming partners to produce winning submissions that leverage Command Holdings' tribal 8(a) status and socioeconomic advantages. Expected salary range: $90,000 - $120,000 Key Responsibilities: 1. Proposal Development & Submission Management • Lead the end-to-end RFP, RFQ, and RFI response process across all Command Holdings subsidiaries, from solicitation release through final, compliant submission., • Develop and manage detailed proposal schedules, compliance matrices, and outline/responsibility assignments tailored to each pursuit and subsidiary's capabilities., • Manage all assigned proposal volumes, including executive summaries, technical approaches, management plans, staffing plans, and past performance narratives — ensuring clarity, persuasiveness, and full compliance with solicitation requirements., • Coordinate with subject matter experts, program managers, and key personnel across Command Holdings' federal sector companies to gather, verify, and incorporate accurate content into proposals., • Architect proposal responses to address unique solicitation requirements, evaluation criteria weighting, and agency-specific language and preferences., • Conduct final compliance checks, color, and quality reviews prior to submission to ensure all requirements are met and proposals are professionally packaged., • Participate in proposal readiness reviews., • Support the utilization of US Government electronic proposal submission sites such as, eBuy, Symphony, PIEE, etc. 2. Content & Repository Management Support • Support the maintenance of a centralized library of reusable proposal content including templates, standard language, past performance write-ups, capability statements, key personnel resumes, boilerplate sections, and standard language for each subsidiary to enable rapid, accurate proposal responses., • Work with Program Managers and BD to maintain and update the proposal content library after each submission, incorporating lessons learned and new win themes., • Enforce consistent proposal formatting, branding, and style standards across all subsidiaries to ensure a cohesive Command Holdings identity., • Track proposal submissions, in the organization’s Customer Relationship Management (CRM) platform(s), work with Capture Managers and Business Development to ensure all opportunity information is accurate and validated. Provide to Supervisor any trends identified that may inform content strategy and help to improve win rates. 3. Process & Quality Management • Maintain, and continuously improve proposal processes, tools, and standard operating procedures., • Establish project priorities and coordinate workload across simultaneous proposal efforts, managing competing deadlines without sacrificing quality., • Conduct thorough quality checks including compliance reviews, color team review facilitation, and final production reviews prior to every submission., • Identify lessons learned from wins and losses and contribute to the implementation of process improvements to strengthen future proposal performance., • Provide proposal guidance and coaching to program managers, SMEs, and subsidiary staff who contribute to proposal development, elevating organizational capability over time., • Stay current on federal acquisition regulations (FAR/DFARS), agency-specific procurement trends, and evolving evaluation criteria relevant to Command Holdings' core service areas. 4. Teaming & Stakeholder Coordination • Coordinate with key stakeholders to gather capability statements, past performance references, key personnel information, and pricing data required for proposal submissions., • Support pre-solicitation activities, as time allows, such as RFI and Sources Sought responses, industry day participation, and capability briefings to position the firm ahead of competitive procurements., • Engage in post-submission debriefs to gather evaluator feedback and apply insights to improve future submissions., • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment)., • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear., • Employee is often required to sit and use their hands and fingers to operate a computer. Qualifications: Basic Qualifications • Bachelor's degree in English, Communications, Business Administration, or a related field; equivalent professional experience will be considered or 9 years of experience aligned with the duties of this PD with no degree., • Minimum 5+ years of federal government contracting proposal development experience, aligned with the duties of this PD., • Proven ability to edit and organize complex proposal content that is accurate, compelling, and evaluator-focused, spanning technical, management, staffing, and past performance volumes., • Demonstrated experience managing multiple concurrent proposals independently, meeting strict deadlines in a dynamic environment with limited administrative support., • Experience developing templates, standard language, past performance narratives, and capability statements., • Experience responding to RFPs, RFQs, and RFIs across federal civilian and defense markets., • Proficiency with Adobe, Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and proposal or pipeline management tools., • Familiarity with Shipley and/or APMP (Association of Proposal Management Professionals) best practices., • Strong attention to detail and the ability to manage multiple deadlines under tight timelines., • Excellent written and verbal communication skills with the ability to deliver constructive feedback effectively., • Professional proficiency in English is required., • Ability to pass a federal background investigation including fingerprinting., • Demonstrated success as a senior proposal writer, senior proposal specialist, or senior proposal manager., • Experience supporting proposals for tribally-owned, 8(a), HUBZone, SDVOSB, or other socioeconomically disadvantaged small businesses; working knowledge of SBA 8(a) program requirements and compliance obligations., • APMP Foundation or Practitioner certification, • Experience supporting proposals across multiple federal agencies and service lines including management consulting, IT services, financial management, HR, or professional services., • Working knowledge of contract vehicles including IDIQs, GWACs, BPAs, and set-aside task order competitions., • Experience using proposal AI tools, SAM.gov, or similar BD intelligence and tracking tools., • Experience developing and managing a proposal content library., • Familiarity with the Indian Incentive Program (IIP) and its application as a contracting incentive for tribal enterprises., • Working knowledge of federal procurement regulations including the FAR, and agency-specific supplements.
