Job Description POSITION TITLE: Director of Systems and Programming LOCATION: Tallahassee, Florida - 100% onsite Duration : 6 months plus Client is seeking Director of Systems and Programming services to provide strategic, operational, and technical leadership MINIMUM QUALIFICATIONS/EXPERIENCE: • A minimum of eight years of recent analysis and development experience with Oracle 12c SQL/PLSQL, programming interface (API) libraries, HTML, ASPX, VB.Net, Javascript, Toad for Oracle, Visual Studio, and Microsoft Team Foundation Server/Azure DevOps. Oracle (PL/SQL) experience a requirement., • A minimum of six years of current experience and functional operational knowledge of cellular communication protocols (SMS, MMS, GSM and ASCII standards), restrictions, federal policies and supporting development of applications for text and voice engaged through applicable application programming interface. A minimum of two years knowledge and experience with IBM Cloud service offerings, including Watson X and development of Watson-based chat assistants., • A minimum of eight years of experience leading or supporting enterprise information systems, including systems analysis, application development, infrastructure, networking database administration, system integration, operations, and end-user support., • A minimum of five years of experience managing, supervising, coaching, or mentoring technical staff and coordinating work across application development, product management, project management, and network or systems administration disciplines., • A minimum of five years of experience directing the full systems development life cycle, including requirements, solution design, development, testing, change and release management, implementation operations, quality assurance, documentation, and customer acceptance., • A minimum of five years of experience with strategic technology planning, policy development, risk management, security and privacy controls, disaster recovery or continuity planning, and compliance with organizational, state, or federal requirements., • A minimum of five years of experience managing vendor relationships, technical contracts, procurement activities, service-level expectations, budgets, resource planning, and delivery of technology initiatives., • A minimum of five years of experience supporting high availability, transaction-based systems and integrated environments that include databases, application servers, identity and access management, networks, cloud or hosted services, and external interfaces., • A minimum of five years of experience communicating complex technology matters to executive leadership, program managers, business subject matter experts, vendors, auditors, and other technical and nontechnical stakeholders., • Knowledge of public sector information technology governance and experience applying statutory law, administrative rules, security standards, and organizational policies to technology operations and system changes. CONTRACTOR RESPONSIBILITIES: SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: • Provide daily leadership, direction, prioritization, and top-tier technical escalation support for the WIT team and its supported systems as directed by the Department., • Lead and coordinate the work of the Product Manager, Development Supervisor, Project Manager, and Network Systems Administrator, including assignment of priorities, resolution of cross-functional dependencies, coaching, performance feedback, and workforce planning as directed by the Department., • Direct the full systems development life cycle for FL-WiSE, EBT interfaces, Florida ACCESS interfaces, IBM cloud or artificial intelligence services, office automation solutions, and other supported WIC applications and technologies as directed by the Department., • Serve as the senior technical and operational point of contact from project or program inception through implementation, customer acceptance, transition to operations, and ongoing support as directed by the Department., • Establish, maintain, and submit technology strategies, roadmaps, governance procedures, standards, priorities, staffing plans, project plans, risk and issue logs, and performance reports as directed by the Department. environments that include databases, application servers, identity and access management, networks, cloud or hosted services, and external interfaces., • Monitor the availability, performance, security, capacity, and integration of supported applications, databases, servers, networks, identity services, cloud or hosted services, end-user technologies, and external interfaces, direct troubleshooting and corrective action as directed by the Department., • Oversee requirements analysis, solution architecture, development, testing, quality assurance, change and release management, implementation, configuration management, documentation, and operational readiness activities as directed by the Department., • Coordinate cybersecurity, data privacy, access control, vulnerability remediation, incident response, backup, disaster recovery, continuity of operations, audit response, and compliance activities with Department and external partners as directed by the Department., • Evaluate and recommend hardware, software, cloud services, artificial intelligence capabilities, commercial off the shelf products, and other technologies that improve service delivery, reliability, security, cost effectiveness, or operational efficiency as directed by the Department., • Lead the technical development, review, negotiation support, and performance monitoring of procurements, contracts, grants, vendor deliverables, service-level commitments, licenses, and technology budgets as directed by the Department., • Build and maintain effective working relationships with Department leadership, program units, the Office of Information Technology, local agencies, federal and state partners, vendors, and other stakeholders, communicate technology status, decisions, risks, and recommendations as directed by the Department., • ientify, document, and implement process improvements, establish measures for service quality, system performance, project delivery, customer support, and team effectiveness, and report results as directed by the Department., • Maintain and submit complete, accurate, and current technical, operational, project, procurement, policy, and management documentation as directed by the Department.
