DISTINGUISHING FEATURES OF THE CLASS: Under the general direction of the Building Commissioner, the incumbent of this class assists and acts for the Commissioner in planning, managing and directing the policies, practices and procedures of the Department of Building. This involves jurisdiction over, and the issuance of permits for all excavations, materials, manner of erection, construction, maintenance, alteration, repair, demolition, use, occupancy, sanitary conditions, safety, inspection and all other work related to all buildings, signs, structures, appurtenances and land in the City of White Plains (exclusive of public streets). The incumbent is empowered act for and in the absence of the Commissioner to enforce all laws, ordinances, codes, rules and regulations and to issue certificates of occupancy, permits or licenses for the erection, repair and use of all buildings, land, structures, signs, appurtenances (except as may be otherwise provided for in the Charter or by ordinance or other Federal, State or local jurisdiction) in order to secure safety from hazards related to the design, construction, use, occupancy or work on lands, buildings and structures in the City.
