The Organisation Our client is a major UK public sector body responsible for the stewardship, renewal, and long-term performance of nationally significant infrastructure assets. With legally binding carbon targets and ambitious net zero commitments in place, the organisation is accelerating the shift from strategy to measurable delivery. Carbon performance is now integrated into capital allocation, programme assurance, funding approvals, and regulatory reporting across a diverse asset base. This appointment represents a critical step in embedding carbon management as a core operational and investment discipline. The Role This is a high-impact, delivery-oriented position at the intersection of sustainability, capital investment, and asset management. The Carbon Manager will lead the integration of carbon governance, analysis, and reduction planning across infrastructure programmes and operational assets. The role moves beyond policy development into practical implementation, influencing decisions at concept design, business case approval, procurement, and programme delivery stages. Acting as the organisation’s internal carbon authority, you will strengthen internal capability, reduce reliance on external consultants, and ensure carbon considerations are embedded proactively. Key Responsibilities: • Develop and maintain organisational carbon baselines, reduction pathways, and science-aligned targets (Scope 1, 2, and relevant Scope 3)., • Ensure alignment with UK regulatory frameworks and sector standards., • Embed carbon management into business case development, option appraisal, and design gateways., • Support whole-life and embodied carbon assessments across infrastructure projects., • Own carbon data integrity, methodologies, and reporting frameworks., • Provide decision-grade insights to senior leadership, Boards, regulators, and funders., • Integrate carbon requirements into procurement frameworks and supplier contracts., • Act as an intelligent client to external advisors, ensuring value, consistency, and knowledge transfer., • Provide guidance and training to project managers, engineers, and asset teams., • Champion continuous improvement and innovation in low-carbon infrastructure delivery. Candidate Profile: • Degree (or equivalent experience) in sustainability, environmental management, engineering, or a related discipline., • Proven experience delivering carbon management or net zero programmes within infrastructure-intensive or public sector environments., • Strong technical understanding of carbon accounting methodologies (e.g., GHG Protocol, PAS 2080, whole-life carbon assessment)., • Experience working within capital projects, asset management, estates, utilities, transport, energy, water, healthcare, or local authority settings., • Ability to translate complex carbon data into commercially meaningful insights., • Confident influencing senior stakeholders while remaining pragmatic with delivery teams., • Professional accreditation (IEMA, Carbon Trust, PAS 2080 Practitioner) advantageous.
