Job DescriptionJob Summary General Statement of Duties: Lead procurement operations for commodities, equipment, supplies and services for the University that comply with state and federal laws as well as the University's procurement policies and procedures. Oversee complex procurement processes, mentor junior procurement staff, and serve as subject matter expert on advanced purchasing strategies. Prepare detailed bid specifications for high-value and complex purchases, manage requests for proposals, invitation for bids, requests for quotations and oversee strategic purchase order management. Lead vendor relationship management, conduct advanced market analysis, evaluate complex bids, negotiate contracts, and provide guidance on procurement best practices. Essential Functions • Review and approve complex requisitions and generate purchase orders for high-value transactions, • Lead procurement strategy development and ensure prompt effective delivery of essential goods and services to the University, • Conduct advanced vendor negotiations and manage strategic supplier relationships, • Lead the development of comprehensive bid specifications for complex procurements, • Manage competitive bidding processes including solicitation, evaluation, and award of major contracts and agreements, • Mentor and provide guidance to junior procurement staff on policies, procedures, and best practices, • Maintain comprehensive records and analytics pertaining to items purchased, costs, delivery, product performance, and vendor metrics, • Serve as subject matter expert on State of Missouri statutes and federal procurement laws, ensuring compliance across all transactions, • Lead vendor relationship management initiatives and develop strategic partnerships in the business community, • Conduct market research and analysis to identify cost-saving opportunities and emerging procurement trends, • Represent the University in complex contract negotiations and dispute resolution, • Collaborate with department heads and senior leadership on strategic procurement planning, • Lead or participate in cross-functional teams for major procurement initiatives, • Perform other duties as assignedMinimum Education and Experience, • A Bachelor's degree is required with an emphasis in Business, Supply Chain Management, or Accounting preferred, • Five (5) years professional work experience in procurement, purchasing-related work, or a closely related field with demonstrated progression of responsibility, • Specific experience in the preparation and management of complex solicitations for the purchase of goods and services, • Experience in contract negotiation and vendor relationship management, • Prior federal, state government or University procurement experience strongly preferred, • Professional procurement certification (CPPB, CPM, CSCP, or similar) preferredKnowledge, Skills, and Abilities, • Advanced knowledge of state bidding requirements and procedures, • Comprehensive knowledge of college or university practices and procedures, • Advanced computer literacy with proficiency in procurement software, ERP systems, and ability to quickly adapt to new technologies, • Expert knowledge of practices and procedures in contract administration, negotiation, and specification development and writing, • Exceptional oral and written communication skills as well as superior interpersonal and presentation skills, • Advanced ability to exercise critical human relation skills in establishing and maintaining effective working relationships with employees, students, vendors, and the public, • Demonstrated leadership and mentoring capabilities, • Strong analytical and problem-solving skills with attention to detail, • Ability to handle multiple complex priorities simultaneously in a fast-paced environment, • Strategic thinking and planning abilities, • Knowledge of supply chain management principles and best practicesSupervisory Responsibility, • May provide guidance and mentoring to junior procurement staff, • May lead cross-functional project teamsPhysical Requirements, • Sedentary work involves sitting most of the time.
