Job Description The Operations Manager for the University of Maryland Express Care (MEC) program is responsible to fill the roles of the MEC Emergency Vehicle Operators (EVOs) first and foremost, and above and beyond is expected to be the mentor, leader, coach, for other MEC EVOs. The Operations Manager for MEC supervises and coordinates daily operations at MEC Baltimore, MEC Easton, and MEC Aberdeen operational bases for all BMT EVOs. The Operations Manager for MEC in coordination with the Operations Supervisor for MEC will share their time between all bases throughout the week, with their primary base being the Baltimore Base, with the expectation that the other bases will be visited no less than three times per month per base, or more as operations require. The Operations Manager for MEC is the leadership designee of Butler Medical Transport (BMT) at MEC. In addition, they will act as an arm of MEC leadership team ensuring the highest level of professionalism is maintained, and all expectations are exceeded in providing the best possible of critical care ground transport service. The Operations Manager for MEC will be the first line of contact for not only EVOs but also the MEC clinical crews to ensure the fleet is always operationally ready. If deficiencies are found, the Operations Manager for MEC will ensure that there is a plan of action in place to rectify them as soon as possible, and that the plan has been effectively communicated to all stake holders. Additionally the Operations Manger for MEC, will work collaboratively with UMMS MEC leadership on projects, analytics, safety, and audits to ensure that the joint venture program continues to operate at its highest level, and is constantly enacting progressive measures for improvement in operational readiness, clinical care, as well as safety. The Operations Manager for MEC leadership shifts will rotate weekly on a four on two off basis, with the Operations Supervisor filling the two days the Operations Manager is off to ensure 7 day a week coverage. While the Operations Manger for MEC is primarily Administrative for eight hours a day, they will be the first point of contact for the entire twenty-four operational period in case of emergency. Qualifications and Education Requirements • Valid driver’s license, • ALS Driving Endorsement within 30 days of hire., • 1-2 years of leadership experience., • Graduation From High School or equivalent., • 19 years old or older at time of hire for insurance purposes., • Successful completion of NREMT certification, • Must maintain a current MD EMT Basic card or higher, • Must maintain a current DC EMT Basic card or higher, (or ability to obtain within 30 days of higher), • Current AHA CPR Card, • Must possess a current driver’s license and be approved and maintain ability to drive company vehicles, • Must lift a minimum of 200lbs without assistance, • Must pass a pre-employment drug screen, and all subsequent random or for cause drug screening, • Ability to pass a pre-employment background check., • Ability to speak, read, and write English., • Must be approved by the MEC Leadership, • Must be available for recall in times of crisis, • Must successfully complete the MEC EVO Orientation Program, • Must be available for 24 hours of call on assigned days to work as the Manager, • 1+ year of experience in a critical care ambulance program, • Minimum of 1 year of prior Supervisory experience with a similar scopeRole and Responsibilities, • Assist in the development and implementation of MEC standard operating practices, policies, and procedures, • Participates in MEC’s shared governance structure and assumes leadership role for projects/programs originating from shared governance., • Reviews and maintains quality improvement records (i.e. tracking of blood products) for MEC operations, as agreed upon by BMT and MEC leadership., • Ensure that all medic units are in constant compliance with local, state, and federal regulations, • Act as an EVO in the event of an EVO vacancy in the schedule because of call-off, lateness, or an EVO leaving early, • In times of emergency, collaborates with MEC leadership team to ensure continuity of operations to include functioning as a EVO, • Ensure that the MEC EVO schedule is always completed and full for a minimum of four weeks in the future, and collaboration with MEC leadership team for schedule development., • Ensure that all EVOs are properly trained and educated on all operations regarding MEC/ BMT; perform retraining and coaching as necessary, • Oversees onboarding of new employees to MEC operations, and ensures all MEC and BMT documentation requirements are complete prior to new hire coming off of orientation, • Verify that daily all EVOs are completing the “EVO Ambulance Checklist” on all ambulances onsite at MEC a minimum of either once a shift for primary units or once daily for backup units, • Oversee all aspects of the maintenance of the ambulances, ensuring that they are regularly serviced no less than every 10k miles for a complete PM by the mechanic, and a replacement is available to ensure continuity of operations. All PM should be communicated in advance to MEC leadership team., • Work to ensure load balancing of all MEC branded ambulances in accordance with a joint plan between both leadership teams, and BMT’s Fleet Manager, • Facilitate the timely movement, and rotation of ambulances as necessary for service by the BMT Fleet Management Department, • Ensure all required clinical equipment is removed from ambulances prior to an ambulance leaving MEC for maintenance, and replacing all equipment when it returns from maintenance, • Investigate any truck technical failures, to include modems, and either corrects or replaces truck technology to appropriate working order, • Investigate all reported ambulance deficiencies, and take the appropriate corrective action, as well as report the corrected action, • Identify any failures of electrical cords and or outlets, and notify engineering on the day of discovery to ensure corrective action, • BMT Samsara facial identification, and team member coaching as necessary, • Prior to daily departure, the operations manager will verify that all ambulances are connected to shorelines. If there are any noted shoreline or shoreline outlet deficiencies, immediately report to engineering for repair., • Prior to daily departure, the operations manager, will ensure that all necessary climate control measures are in place for ambulances not currently engaged in patient care., • Interact with MEC senior management in a respective and professional manner, addressing their concerns in a timely manner and/or notifying a member of BMT senior management of assistance needed within 24 hours, • Ensuring the operational readiness of BMT backup unit onsite, • Coordinating any issues between University of Maryland Access Center and BMT Medical Communications Centers when necessary, • Conduct disciplinary actions for employee's who violate or do not uphold the policies and procedures set forth by BMT and MEC, • Maintain an open line of communication and accessibility by phone during your entire 24-hour shift 8 hours on campus and 16 hours on call for a maximum of 24 hours, • All concerns brought to the operations manager’s attention, will have a plan of action or resolution within 24 hours of notification.
