The vision of People Analytics and Insight (PAI) is that people Insights are at the heart of HMRC making informed decisions. PAIs mission is that we will be an efficient, high achieving function focusing our expertise on HMRC's priority activities, applying data curiosity and storytelling to reveal insights that enable HMRC to make evidence-based decisions that are easy to act on. This role is in the Customer Delivery team, which is one of three capability areas - the other two are Programmes; Technology & Data and Strategy, Communications & Optimisation. The Customer Delivery team is an end-to-end delivery team, focussed on the implementation of the insight-led strategy, with all customers, to deliver value through the expertise and capability of the team. The team helps internal customers get the most value out of people insight by addressing the business problems which are most relevant to them (e.g. employee experience, learning skills and capability for the future, workforce capacity, employee effectiveness, managerial effectiveness etc). We use the capability, skills and expertise of the team to deliver insightful products and services which ensure our customers take decisions which are underpinned by evidence. Job description We're looking for someone who enjoys leading meaningful projects and helping others understand what our colleagues are experiencing at work. You'll set the direction for each project, keep delivery on track and making sure the work is delivered to a high standard. You'll work closely with stakeholders across HMRC, building trust, clarifying their needs and turning questions into focused research plans and clear, actionable insight. The role would suit someone who is organised, calm under pressure and comfortable navigating shifting priorities. Person specification Your Responsibilities: • Lead mixed methods research projects end to end, setting direction, overseeing delivery and ensuring insight is robust, meaningful and supports evidence-based decisions., • Work closely with stakeholders to understand their needs, shape clear research questions and translate findings into accessible, actionable recommendations., • Design and deliver employee surveys, including sampling, question design, platform build, distribution planning, dashboards and data quality assurance., • Analyse quantitative and qualitative data from multiple sources, using strong data storytelling to bring findings to life and communicate insights clearly to technical and non‑technical audiences., • Plan and coordinate project activity, managing risks and dependencies, adapting to changing priorities and keeping delivery on track., • Provide line management and/or mentoring, supporting colleagues' development and wellbeing • Experience designing and delivering employee surveys, including sampling, question design, platform build (e.g. Qualtrics), distribution, dashboard build and data quality assurance., • Experience applying proportionate evaluation methods, such as theory-based evaluation, basic logic models, process evaluation and simple outcome measures., • Ability to analyse quantitative and qualitative data to produce clear, actionable insight, drawing on multiple data sources, and strong data storytelling, to support evidence based decisions., • Strong project management skills, with the ability to plan and coordinate multiple workstreams concurrently, manage risks and dependencies, and ensure delivery to time and quality., • Ability to engage and build trust with stakeholders, clarify their needs, define focused research questions, and translate findings into clear, actionable recommendations. • Communicating and Influencing, • Delivering at Pace, • Pension - We make contributions to our colleagues' Alpha pension equal to at least 28.97% of their salary., • Family friendly policies., • Personal support., • A name-blind CV, to include your Job History - provide a short description of your jobs/roles, duties and any key achievements.
