Job DescriptionSalary: $28.58 - $33.58 per hour Sieda Community Action is seeking a capable, detail-oriented, and mission-driven professional to serve as Assistant Director of Behavioral Health and Treatment Services (BHTS). The Assistant Director also serves as Acting Director in the Directors absence. What Youll Do • Provide operational and administrative leadership for Siedas behavioral health, substance use treatment, and prevention programs., • Serve as the primary grant writer for BHTS programs, including identifying funding opportunities, preparing applications, and coordinating required documentation., • Lead grant management and reporting, ensuring accurate, timely, and compliant programmatic and fiscal submissions to funders., • Track grant deliverables, performance measures, compliance requirements, and deadlines, and communicate expectations clearly to staff., • Collaborate with the BHTS Director and Fiscal team to monitor budgets, expenditures, and allowable costs., • Support service planning and program development for substance use disorder treatment, prevention, rehabilitation, and mental health services., • Assist with compliance monitoring related to CARF accreditation, Iowa HHS licensure, and mental health regulatory requirements., • Supervise and support clerical and administrative staff, fostering accountability, consistency, and professional growth., • Support intake, assessment, scheduling, documentation, and evaluation processes to help ensure timely access to quality services., • Monitor service access, productivity, outcomes, and adherence to standards in collaboration with clinical leadership., • Carry a limited substance use disorder treatment caseload as appropriate to licensure and program needs., • Coordinate training tracking and certification requirements for BHTS staff., • Support billing and reimbursement processes in collaboration with fiscal and administrative teams., • Represent Sieda BHTS with funders, community partners, referral sources, and regulatory agencies., • Serve as Acting Director during the BHTS Directors absence, providing leadership continuity and operational decision-making. The Assistant Director functions as a deputy to the Unit Director and serves as Acting Director in the Directors absence. This role provides direct supervision to clerical and administrative staff, supports clinical service delivery, and ensures compliance with grant, accreditation, and licensure requirements. The Assistant Director may carry a limited substance use disorder (SUD) treatment caseload consistent with licensure and program needs. DUTIES: (Essential Functions) • Support the overall leadership and management of the Behavioral Health and Treatment Services Unit, serving as a key operational partner to the Unit Director., • Serve as the primary grant writer for BHTS programs, including identifying funding opportunities, drafting applications, coordinating required attachments, and collaborating with programmatic and fiscal staff., • Maintain primary responsibility for grant management and reporting, ensuring accurate, timely, and compliant submission of all required programmatic and fiscal reports to funders., • Track grant deliverables, performance measures, compliance requirements, and reporting deadlines; communicate expectations to relevant staff., • Collaborate with the Unit Director and Fiscal Officer to monitor grant budgets and expenditures and make recommendations regarding allowable costs and funding utilization; this position does not have independent spending authority., • Assist with the development, implementation, and periodic revision of short- and long-term service plans for the catchment area, with emphasis on substance use disorder treatment, prevention, rehabilitation, and mental health services., • Support compliance with CARF International standards, Iowa Department of Health and Human Services licensure requirements, and Chapter 24 mental health licensure through internal monitoring, documentation review, and quality improvement activities., • Provide direct supervision, training, and performance management for clerical and administrative staff., • Assist with oversight of intake, assessment, scheduling, documentation, and evaluation processes to promote timely access to services and consistent quality of care., • Participate in monitoring clinical service delivery, including access to services, productivity, outcomes, and adherence to standards., • Carry a limited Substance Use Disorder Treatment caseload as assigned, consistent with licensure and program needs., • Ensure persons served receive timely, professional, individualized, and rights-respecting services; report potential violations of client rights, agency policy, or state and federal regulations to the Unit Director and appropriate authorities as required., • Assist with hiring, onboarding, training, and performance improvement processes for assigned staff., • Support development, coordination, and tracking of the Unit training plan, including required certifications and continuing education., • Support oversight of billing, clearinghouse operations, and reimbursement processes for MCOs, private insurance, and the Substance Use Disorder Block Grant in collaboration with fiscal and administrative staff., • Maintain accurate and current written descriptions of Behavioral Health and Treatment Services programs to ensure alignment with approved grant applications and program designs., • Coordinate and maintain effective relationships with community partners, referral sources, and funders.
