Job Description Counterdrug/Tactical Operations Center Analyst Position Summary: Position Description: Counterdrug/Tactical Operations Center Analyst Location: Arlington, VA Work Posture: On-Site Travel: Occasional Deployment: No Drug screening: Yes Security Clearance: Citizenship: TS/SCI Must be a U.S. Citizen Education A Bachelor's degree in a related field from a college or university accredited by a body recognized by the U.S. Department of Education. *Experience in lieu of Education: Individuals with prior military experience in a related field with an additional 5 years of related experience for a total of 17 years. Required Experience • 12+ years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years., • Experience using open-source intelligence software tools., • Analytical experience dealing with identifying / detecting, targeting, and interdicting terrorist and/or criminal finance activities, and networks. Experience shall include entity level network analysis, and may include human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR)., • Experience providing support to law enforcement agencies in an investigative or analytical capacity, and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data., • Experience conducting meta-data analysis exploitation, typically found in analysts who have experience supporting operational units., • Competency in utilizing Specialized Intelligence Analysis tools (i.e., JWICS level geospatial and communications tools and datasets)., • Competency in utilizing Intelligence Report Aggregators/Automated Message Handling System search tools (i.e., TAC, RMT, and NGT, Horizon)., • Competency in utilizing Intelligence Data Visualization Tools (i.e., Google Earth, and, Analyst Notebook, Target Cop)., • Proficient in utilizing the Microsoft Office suite applications., • Proficient in utilizing existing and new analytical tools to effectively exploit raw financial data, business registry, Block Chain, and corporate company data., • Skilled at implementing and utilizing best practices, proper tradecraft and determining relevancy of information disseminated against the standards set forth by the USG., • Possess experience with reviewing, prioritizing, and managing submitted requests., • An understanding of interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary amongst the interagency to share said data., • Experience with cryptocurrency analysis is highly desired. Salary: Commensurate with experience Responsibilities: SANCORP is seeking a CD/TOC Analyst in support of the Narcotics and Transnational Crime Support Center (NTC). The following are examples of responsibilities: • Conduct entity-level, all-source, all-domain network analysis of world-wide drug related issues to include, but not limited to, TOC, CD, and drug trafficking organizations (DTOs), DTO operations, internal security, methods, organizational facilities, personalities involved in drug production, processing, flows and narco-terrorism. Provide operational CD intelligence support both to DoD elements, IA, and federal LEAs. Analyzes the flows and patterns of TOC, CD, and DTOs to derive findings that drive operational efforts to disrupt and degrade these illicit networks., • Provide entity-level targeting and network analysis to DoD elements, LE, and the IA in conducting complex, multi-national, multi-faceted operations and investigations against drug trafficking and other threat networks and related finance and facilitation activities. Identify vulnerabilities and previously unknown derogatory connections, such as the discovery of new communications, individuals, business entities, or financial activity of illicit networks that can be utilized by DoD elements, LE, and the IA to further investigations and operations., • Conduct hands-on execution of advanced analytic workflows and layering of multiple data sources across domains to include but not limited to: Intelligence Community communications analysis, Intelligence Community reporting, Intelligence Community entity enrichment tools and databases, LE communications analysis, financial transactions (fiat currencies & cryptocurrencies), pattern of life analysis, LE data, corporate registry data, supply chain data, commercially available information (CAI), OSINT/Publicly Available Information (PAI), and dark web activity to identify illicit connections within networks. Examples of common exploitation data include phone numbers, IP addresses, email addresses, travel records, financial accounts, seized data from dark web servers, cryptocurrency wallets, monikers and information from operations which threaten the security of DoD personnel and interests. Conducts entity-level analysis to build out networks on specific target threat countries, activities and non-state actors such as drug traffickers, insurgent/terrorist individuals or groups., • Participate in working groups, coordination and collaboration meetings. As directed, represents the organization as an Intelligence Analyst during coordination and liaison with counterparts throughout the U.S LE, intelligence community, inter-agency and operational staffs of the Unified Commands, military services, and other Government agencies. Effectively and accurately articulates analytic findings and operational-level recommendations to these partners during these meetings and engagements. Facilitates information sharing among GCCs, other DoD agencies, LE, IA, and public/private sector partners; attends and/or supports meetings, briefings, coordination sessions, conferences, and required forums regarding CN, CT, CTF and C-TOC issues. Assists in identification of CN, CTF, and C-TOC intelligence requirements and capabilities among DoD and USG agencies in coordination with LEA/IA partners., • Develop all-source network targeting plans to supports the analytic processing of incoming reports, bulk communications data, and bulk data from a large range of tools and databases to determine significance, reliability, and projected analytic workflows of incoming information in order to identify viable tips and leads. Analyze current intelligence holdings, identifies potential shortfalls, gaps and vulnerabilities to develop subsequent collection requirements. Develop complex analytical approaches to problems and situations for which data is incomplete, controversial, or for which no precedent exists., • Develop tailored written, graphical, and verbal intelligence deliverables focused on the tips, leads, and new targets to drive operations against. Demonstrate proficiency distilling large, complex, and highly technical data to focus deliverables for a non-technical audience containing recommendations of immediate, actionable utility to DoD, LEA, and IA partners. Examples include target packages, lead cables, network charts, and communications charts., • Demonstrate proficiency to conduct network targeting workflows and performs tasks in state-of-the-art hardware and software applications to incorporate data enrichment, communications analysis, financial analysis, data mining, large-scale data manipulation, link/nodal analysis, graphics and multimedia production technologies. Conduct layered entity-level analysis and development of information across a wide variety of databases and tools at multiple classification levels utilizing advanced analytic workflows to derive previously unknown communications, locations, identity enrichment, transactions, activities, and associations within illicit networks. Examples of types of tools and databases used at NTC are listed below. Analysts should have prior experience extracting and layering data across various combinations such tools. This is not a comprehensive list, but a general idea of experience and work performed at the NTC. • IC disseminated message traffic, • IC communications analysis tools and databases, • IC geospatial analysis tools and databases, • IC financial tools and databases, • IC enrichment databases for people, businesses, and logistical activity, • Commercial tools and databases for corporate registries, • Commercial tools and databases for social media analysis, • Commercial tools and databases for commercial shipping data, • Commercial tools and databases for identity enrichment and resolution, • Law enforcement databases • Leverage multiple intelligence sources such as human intelligence (HUMINT), signals intelligence (SIGINT), geospatial intelligence (GEOINT), measurement and signature intelligence (MASINT), and open-source intelligence (OSINT) to conduct network analysis for military, intelligence, LE or partners. Identify and recommend network targeting workflow and tradecraft process improvements or enhancements that can improve on the quality, resource expenditure, and thoroughness of network development analysis and deliverables.
