Job DescriptionSalary: $53,721 - $69,604 - Commensurate with Verified Qualifications LITTLE RIVER BAND OF OTTAWA INDIANS POSITION VACANCY ANNOUNCEMENT POSITION: Environmental Division Manager Natural Resources Department Full Time Pay Grade: E5 Status: Exempt Salary/Bi-weekly Pay Hiring Range : $53,721.00 - $69,604.00 -Commensurate with Verified Qualifications Background Check: Extensive Indian Preference applies in accordance with Ordinance #15-600-02 Summary This position leads and is responsible for all activities and results of the Tribes Natural Resources Department Environmental Division. Employment Qualifications • Masters Degree in Environmental Sciences, Biology, Environmental Policy or closely related field and two (2) years experience in an environmental field OR a Bachelors Degree and five (5) years experience in Environmental Sciences, Environmental Policy or closely related field; and, • Demonstrated leadership experience in the environmental field; and, • Federal grant management, implementation, and budgeting experience; and, • Knowledge of Tribal natural resources and environmental issues; and, • Knowledge of Tribal and USEPA interaction on environmental issues on Tribal Lands; and, • Knowledge of Tribal Treaty Rights in the 1836 Ceded Territory; and, • A valid Michigan Operators License with the ability to be insured under the Tribes insurance policy; and, • Intermediate computer skills for Microsoft Office Suite; and Basic computer skills for ArcGIS suite of software, and Adobe Pro; and, • Strong verbal communication, written communication, organizational, project management, interpersonal and teamwork skills; and, • Heightened attention to detail and accuracy; and, • Commitment to confidentiality; and, • The ability to work cooperatively with other departments, tribes, state, and federal agencies. PREFERRED QUALIFICATIONS • Extensive knowledge of the inland and Great Lakes Consent Decrees., • Experience developing program goals and objectives., • Demonstrated experience in managing, supervising, and leading subordinate staff., • Experience with formal and informal government to government consultation. DUTIES AND RESPONSIBILITIES • Supervises all staff and program operations of the environmental division. Including being responsible for interviewing, hiring, training, rewarding, and disciplining of subordinates. In addition, setting priorities, planning, coordinating, assigning, and directing work, and encourages on-going development of staff., • Coordinates with other NRD leadership on work plan development, scheduling, and program reviews., • Develops, manages, and administers all aspects of the environmental division for the Tribe including the air quality, water quality, great lakes policy, brownfields, solid waste, recycling, wetlands, wild rice, and others deemed necessary by the Tribe., • Prepares and administers grant funding applications and secures future grant funding for environmental programs and completes regular grant reporting activities as required by the funding agreements., • Develops and manages environmental grant budgets and maintains records of program expenditures., • Builds capacity in environmental programing through planning, and coordination. Formulates policies, procedures, plans for existing, and new environmental projects for the Tribe. Performs and oversees data analysis, report writing and statistical analysis of research, maintains detailed records of studies and analyses. Creates monitoring protocols and develops QAPPs to provide data from which informed management decisions can be made. Creates and maintains environmental databases for the Reservation area and 1836 cede territories, including data sets in the Tribes geographic information systems (GIS)., • Reviews and provides comments on behalf of the Tribe, on permits, technical documents, and regulatory issues on and near-reservation and within the 1836 ceded territories., • Provides environmental expertise and assists the department in the development and implementation of management plans. Works collaboratively with other tribal departments on environmental issues, ordinances, and concerns., • Establish and maintain cooperative relationships with other agencies, organizations, institutions, industry groups, and individuals in meeting program needs and goals. Acts as a liaison between Federal and State Departments (USEPA, USCG, MEGLE ETC etc.) and the Tribe on environmental and natural resources issues impacting the reservation and ceded territory., • Represents the Little River Band of Ottawa Indians and the department on various technical committees, policy-making bodies impacting the environmental program, and as requested by leadership, in meetings with Tribal Council, other Tribes, and outside agencies., • Operates and maintains company vehicles, watercraft, ATVs, and equipment., • All other position/department related duties as assigned by supervisor. SUPERVISORY RESPONSIBILITIES Directly responsible for supervising staff within the division. PHYSICAL REQUIREMENTS Frequent and extended periods of walking, standing, or sitting, and frequent lifting, reaching, bending, kneeling, and stretching and climbing is to be expected. The nature of the work also involves manual dexterity to operate office equipment, fisheries, water quality, air quality, brownfields, and aquatics sampling equipment and watercraft. An employee will need normal or corrected to normal range of sight and hearing and will routinely carry work related materials up to fifty (50) pounds. WORKING ENVIRONMENT Work is performed in both a climate-controlled office environment and outdoors, including in adverse weather, on watercraft, wading in lakes or rivers, and walking through wetlands. The employees work schedule will need to be flexible and adjusted according to business and survey needs whereas some occur in the evening and overnight hours. The employee must be able to effectively handle stressful and compromising situations while remaining focused and professional, as well as be able to deal with difficult people without losing perspective. Occasional overnight and frequent local travel will be necessary to attend meetings and trainings. The use of personal protective equipment is necessary in this position and the position is to adhere to all safety SOPs related to all work being conducted.
