Job Description Client Program: USCIS Location: Remote / Hybrid / Onsite (as required by client) Experience Level: Senior / Lead – 8+ years Salary Range: To be determined Clearance Requirement: Public Trust or higher Citizenship Requirement: US Citizen POSITION SUMMARY World Services LLC, an IT engineering, solutions, and management consulting firm, is seeking an experienced Solutions Architect / Technical Lead Architect to senior Solutions Architect / Technical Lead to lead the design and delivery of secure, scalable, cloud-based digital services in a federal environment. This role partners across engineering, product, security, QA, and business stakeholders to translate mission needs into architecture, delivery patterns, and implementation guidance. The ideal candidate brings deep AWS architecture expertise, strong CI/CD and DevSecOps leadership, and hands-on experience with document-centric intake and workflow solutions, including PDF and form-driven submissions, metadata-driven processing, and organization/entity/account-linking capabilities. This individual must be comfortable leading distributed teams in a remote setting while driving technical rigor, release discipline, and delivery outcomes. The Architect provides leadership across application architecture, CI/CD practices, testing discipline, and engineering governance, ensuring that systems are designed, built, and deployed as cohesive, secure, and operationally reliable products aligned with client delivery standards. This role plays a critical leadership function in strengthening engineering governance, improving release traceability, and ensuring architectural coherence across teams, addressing key findings identified in the program’s recent delivery assessment. The Architect establishes and enforces architecture standards, promotes traceable decision-making, ensures that delivery pipelines and release practices are transparent and auditable, and guides engineering teams in implementing scalable and sustainable solutions. Acting as the program’s technical authority and escalation point for complex architectural issues, this role balances delivery velocity with quality, security, and operational assurance. The Architect collaborates closely with product leadership, engineering teams, DevSecOps, and program management to ensure solutions meet mission needs while maintaining compliance with federal security and governance expectations. KEY DUTIES AND RESPONSIBILITIES · Lead end-to-end solution architecture for cloud-native applications, APIs, integrations, workflows, and data exchanges supporting mission-critical digital services. · Serve as the technical lead for a distributed team, guiding design decisions, implementation approaches, code quality, and engineering standards. · Architect solutions for PDF and form-based digital intake, workflow orchestration, submission processing, evidence or attachment handling, and metadata-driven capabilities. · Design technical approaches for organization, entity, or account-linking capabilities, including relationship modeling, integration patterns, data integrity, and traceability. · Drive CI/CD and DevSecOps maturity, including automated quality gates, release governance, environment promotion, infrastructure as code, and deployment reliability. · Establish secure AWS architecture patterns covering identity, networking, compute, storage, observability, resiliency, and operational supportability. · Ensure solutions meet federal expectations for security, privacy, accessibility, auditability, and compliance in regulated environments. · Define technical standards, architecture decision records, documentation practices, and implementation guidance that improve delivery consistency and traceability. · Partner with product owners, business analysts, QA, security, and program stakeholders to align requirements, testing strategy, delivery plans, and risk mitigation. · Mentor engineers and technical contributors while helping the team scale sound testing, release readiness, and remote collaboration practices. CORE RESPONSIBILITY AREAS · Product Architecture & Technical Vision · Product Architecture Consistency & Fragmentation Prevention · Product Architecture & Design Decisions (ADR-Lite) · Hands-On High-Risk & Product-Defining Execution · Product Foundational Architecture · Foundational Product Refactoring for Scalability & Performance · Reference-Grade Code Standards · Product-Driven Risk Management · Non-Functional Requirements as Product Capabilities · Code Review & Quality Assurance (Product Scope) · Problem Decomposition & Product Pattern Design · Delivery Unblocking (Product Complexity) · Technical Leadership by Example and Action · Mentorship & Standards Reinforcement · Ambiguity Resolution (Product & Technical) · System Coherence (Product Lens) · Product Technical Debt Impact Assessment REQUIRED QUALIFICATIONS · Minimum 8 years of professional experience in solutions architecture, software engineering, systems integration, or technical delivery leadership. · Demonstrated experience serving as a technical lead or architecture lead on complex software delivery efforts. · Active AWS Certified Solutions Architect – Associate certification. · Current Public Trust or higher required. · Direct experience supporting DHS programs, systems, or mission operations. · Strong hands-on experience designing and implementing AWS-based solutions, including IAM, networking, storage, compute, modern integration patterns, and cloud security controls. · Strong experience building and improving CI/CD and DevSecOps pipelines, release governance, automated testing, and secure deployment practices. · Experience with document-centric, PDF, or form-driven intake workflows, form processing, workflow automation, and metadata-driven implementations. · Experience supporting organization, identity, entity, or account-linking capabilities and the underlying data and integration models needed to sustain them. · Excellent written and verbal communication skills, including the ability to collaborate effectively with engineers, product owners, and government stakeholders in a remote-first setting. PREFERRED QUALIFICATIONS · Experience supporting highly regulated federal digital service delivery environments with strong security and compliance expectations. · Experience with infrastructure as code tools such as Terraform or AWS CloudFormation. · Experience with containerized platforms or Kubernetes-based deployments in AWS. · Experience defining automated test strategies across unit, integration, regression, end-to-and, accessibility, and security testing. · Experience working in Agile delivery environments using Jira and Confluence for planning, documentation, and traceability. · Ability to balance strategic architecture leadership with practical implementation guidance and day-to-day delivery support. EDUCATION · Bachelor’s degree required in Computer Science, Information Systems, Engineering or related field. · Master’s degree preferred.
