The Generalist II level is when the position takes on more independent responsibility of each function and the Senior level is focused more on taking a leader role in the Human Resources division. JOB SUMMARY: The HR Generalist supports the Districts activities in administration of the day-to-day operations of the Human Resources functions including: Employee Relations, HR compliance, talent acquisition, employment processing, health and welfare benefits, and records management. HR Generalist I primarily focuses on talent acquisition and performs other functions outlined below as secondary functions. HR Generalist II focuses more heavily on the other functions listed below while still involved with talent acquisition functions. Incumbents in this position will be held to the Districts Gold Standard for Customer Service. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: GENERALIST I • Conducts various Human Resource activities related to talent acquisition, including:, • Assists with updates to job descriptions, maintains advertisements of all job descriptions and job files, and submits job advertisements for posting, • Actively recruits potential top talent candidates for hiring consideration; attends job and career fairs and other similar activities, • Screens incoming resumes, ensures completion of applicant behavior/skills assessments, conducts pre-interview telephone screening calls, arranges applicant interviews, and assists in developing questions for interviews., • Arranges, prepares and conducts pre-employment paperwork and meetings with selected applicants, processes background checks, coordinates pre-employment drug screening, sends letters of regret to all applicants not chosen., • Conducts on-boarding of new employees during new employee orientation, including various HR required paperwork: initial sexual harassment requirements, EWN introduction courses, administers I-9 and New Hire State reporting and record keeping., • Administers the Department of Transportation (DOT) Drug Testing program; notifies supervisors of monthly random drug and alcohol testing, makes continuous updates to ensure the accuracy of the participant list., • Assists with the Employee Uniform Program, including acting as Liaison with the vendor, placing orders, tracking issued garments, processing payments and recording credits., • Provides support and participates in special projects, District events and various committees, including: the Wellness Team, Event Committee and the Community Service Committee (American Heart Association, Relay for Life and United Way) as well as any other relevant company functions., • Prepares and responds to surveys, inquiries for Verification of Employment, Public Record requests and Wage Statements/Verification of Income and other similar requests., • Maintains personnel records through HRIS system including entering new hires, employee changes, and terminations., • Maintains the Organizational Chart, and various documents on computer drives and BambooHR., • Assists with Employee Performance Evaluations; including 90-day new hire and promotion evaluations., • Maintains the labor law poster program within the District ensuring all offices are in compliance with Federal and State regulations., • Facilitates benefits administration to include annual open enrollment processing, annual Flexible Spending Account (FSA) submissions to vendor, processing employee personal information updates, and assists with providing Family Medical Leave Act (FMLA) and Short-Term Disability (STD) paperwork to eligible employees and communicating benefit information to employees/retirees., • Assists in development, implementation and adherence to personnel policies and procedures and aids in preparation and maintenance of employee handbook, and HR dept policy and procedures manuals., • Submits payroll related changes to the payroll department on a biweekly basis., • Other miscellaneous job-related duties as assigned, including all the functions of HR Assistant in addition to the preceding responsibilities. GENERALIST II Performs all duties of the Generalist I in an independent administrative capacity, plus the following functions and responsibilities • Conducts initial employee benefits meetings; processes enrollments, changes and terminations to all employee insurance benefit policies; ie Medical, Dental, Vision, Flexible Spending, Life, Long Term Disability, Pet Insurance, Air Ambulance, AFLAC Supplemental, 401a and 457b retirement plans, etc., • Processes responses to unemployment claims. Participate in dispute hearings., • Facilitates the annual completion of the Motor Vehicle Records reports for all employees eligible to drive an OGD vehicle., • Assists with the administration of the Workers Compensation program; fields notifications from employees or supervisors, ensures employee drug testing, submits notifications to WC carrier, facilitates communication between carrier and employee and other similar steps as required., • Assists with processing the Florida Retirement System (FRS) HIS-subsidy year-end filing for qualified retiree benefits., • Facilitates the employee ID badge program, including military facility badges or access (ie. Eglin AFB, Hurlburt Field, etc) GENERALIST, SENIOR Performs all duties of the Generalist I and Generalist II in a subject matter expert and leadership capacity, plus the following functions and responsibilities • Maintains HR records and facilitates the annual completion of the following required reports: Vets-4212, EEO-4 and Affirmative Action Plan. Completed the following: GASB-45, Medicare Notice Requirement, PHMSA MIS, and other similar annual requirements., • Acts as primary point of contact for insurance benefit policies. Facilitates discussions and resolutions with employee, reconciliation or policy issues., • Primary backup for the Workers Compensation program., • Processes the Florida Retirement System (FRS) HIS-subsidy year-end filing for qualified retiree benefits., • Facilitates employee relations; such as complaints, grievances, disciplinary actions and terminations. Participates in communication with employment law attorney and guidance to supervisors and employees., • Resolves conflicts affecting Human Resources personnel., • Researches methods and ideas for departmental improvements., • Helps to develop, implement and ensure adherence to personnel policies and procedures and aids in the preparation and maintenance of the employee handbook. Creates and maintains HR dept policies and procedures manuals., • Manages the budget for HR related GL accounts., • Coaches, mentors and trains other HR Generalists and HR Assistants., • Ensures all tasks of HR Generalists are complete and accurate. Conducts periodic quality control reviews of tasks to ensure accuracy and completion., • Stands in as leader in charge when supervisor is absent or unavailable. EDUCATION AND EXPERIENCE: GENERALIST I: High School plus two to five years of HR experience - or Relevant Bachelors degree plus minimum one year of experience. GENERALIST II: High School plus three to six years of experience - or Relevant Bachelors degree plus minimum two years of experience. GENERALIST, SR: High School plus five to seven years of experience - or Relevant Bachelors degree plus minimum of four years of experience. Relevant leadership and/or mentoring experience. PREFERRED LICENSES OR CERTIFICATIONS: PHR - Professional in Human Resources Certification, or SHRM-CP Society for Human Resources Management Certified Professional Certification ESSENTIAL COMPETENCIES AND/OR TECHNICAL SKILLS: * Possesses advanced research skills combined with attention to accuracy and detail. * Exhibits strong language skills, both verbal and written with the ability to interact and communicate with individuals on all levels of the District as well as vendors and the general public. * Ability to be self-motivated and work with minimum supervision; Aptitude and organizational skills to handle several projects simultaneously and deliver desired product on time. * Demonstrates poise, tactfulness, diplomacy, and good interpersonal skills in order to handle sensitive and confidential situations. * Knowledge and ability with office equipment to include, but not limited to: folding machines, postage machines, copier, fax, printers, etc. * Expertise in use of personal computers, in filing and maintaining physical and electronic filing systems, in organizing, and in human resources practices is helpful. * Proficient in MS Office (Word, Excel, PowerPoint, Publisher and other similar programs); knowledgeable and experienced with personnel software applications; working knowledge of Districts general ledger and payroll applications as needed for inquiry. OTHER FACTORS: * Must be appropriately attired for an office environment. * Regular attendance is essential. * May be required to work other than normal work schedule, including mandatory participation in after-hours company events.
