Job Description Job Summary: Under the supervision of the Deputy Executive Director, the Resident Services Manager is responsible the development, implementation and management of the daily operations of the Authority's Family Self-Sufficiency (FSS), ROSS, Jobs Plus and other grant funded Resident Services Programs. The position requires contact and confidential, sensitive interaction with clients and families. Supervisory Responsibilities: Performs supervisory duties including but not limited to setting standards for work performance, communicating standards to employees, assigning and coordinating work; promoting, developing, disciplining and counseling employees on performance and conducts performance evaluations. Directly supervises the positions including but not limited to: • Case Manager – Disabled Services, • Case Manager – Youth/Young Adults, • Case Manager – Family Self Sufficiency Program, • Jobs Plus Manager, • Senior Services Program Coordinator, • Plans, organizes and directs the daily work schedules of subordinate and support Resident Services staff., • Participates in the interview process of staff and makes hiring recommendations., • Establish, communicate and ensure standards for employee’s work performance for career development of staff., • Implements the FSS Strategic and FSS Action plans., • Implements programs and services consistent with U.S Department of Housing Development (HUD) Jobs Plus Initiative Program., • Research funding opportunities, prepare grant applications and administer grants received., • Coordinates the daily activities of participants, contractors and community partners including fiscal and programmatic contractual compliance., • Oversees the intake and orientation program and develops procedures for new participant orientation., • Establishes schedules for group training, overseeing and ensuring the quality-of-service delivery., • Monitors and evaluates community partners and subcontractors' performance based on contractual agreement, making adjustments as needed., • Serves as a liaison between management and the participants., • Coordinates meetings of the FSS and Jobs Plus Program Coordination Committee., • Implements Job Plus concepts by developing interfaces to promote economic opportunity in target communities and create a culture that support works, educational attainment and new career tracks. ., • Maintains statistical and program data, preparing reports from this data., • Assists with the development of programs, policies and procedures, Community Needs Assessment, FSS Strategic and FSS Action plans., • Enforces programs rules and regulations., • Maintains confidential records of program participants., • Observes and ensures the enforcement of all safety rules and regulations., • Coordinate grant writing and serve as the primary point of contact and liaison for Authority grants including renewals., • Prepare budgets and monitor expenditure accounts to include statistical reports dealing with grant budgets, etc., • Prepare monthly reports and coordinated grant drawdowns with Finance Department., • Develop and serve as the primary point of contact for organizations and community groups interested in providing services to Authority residents., • Prepare, review and provide Memorandums of Understanding (MOUs) to the Deputy Executive Director., • Monitor and evaluate changes in the Department of Housing and Urban Development (HUD) policies and procedures affecting resident services, updating the FSS Action Plan and other department documents as needed., • Prepare the FSS Self-Monitoring Tool and implement changes as needed to remain in compliance., • Investigate all problems and complaints following request for assistance from subordinates and attempt to effect solutions appropriate to all parties involved, • Thorough knowledge of employment counseling, personal, vocational and career development and social work methods and practices., • Knowledge of and the ability to coordinate local resources, activities and social and community services agencies and programs., • Thorough knowledge of public housing and applicable State, Federal and Local regulations., • Ability to understand and interpret various agencies rules and regulations., • Ability to successfully write and administer Federal, Foundation and Corporation grants., • Skilled in human relations necessary to maintain effective working relationships with staff, participants, community agencies and other concerns., • Excellent organizational skills, attention to detail and meet critical deadlines and performance measures., • Ability to multi-task and perform well under pressure and meet time deadlines., • Ability to work independently with minimal supervision and exercise good judgment., • Ability to make critical decisions in accordance with established policy and procedures., • Proficient with Microsoft Office Suite applications or related software., • Excellent verbal and written communication skills to include the ability effectively deliver public presentations., • Effectively work with an array of individuals. Ability to develop and maintain functional working relationships with all concerned social service agencies., • Promotes a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable and positive working relationship with residents, co-workers, local agencies and all appropriate agencies of the City with which the Authority may come into contact., • Bachelor’s degree in Sociology, Social Work, Education or a related field of study. This position requires the ability to complete all physical duties of the job with or without a reasonable accommodation. • Use of hands/fingers to handle or feel – Sufficient manual dexterity to allow operation of a variety of a computer and other office equipment., • See – Ability to observe, identify and recognize details at close range. Must have the ability to identify and distinguish color variations., • Stand or Sit – Must be able to remain in a stationary position 50% of the time., • Walk, move and traverse Ability to stoop, kneel, bend, stretch, crawl and climb a ladder, etc., • Stoop, kneel, crouch or crawl – Constantly positions self to perform the essential functions of the job duties., • Move, transport, position, install, remove – Frequently moves items weighing up to 50 pounds across areas for various needs.
