This Program Officer II (PO II) position supports two U.S. Government-funded global health projects implemented by FHI 360: Meeting Targets and Maintaining Epidemic Control (EpiC): A global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response;, improve maternal and child health (MCH), address malaria; and nutrition. STRengtheningInfectious diseaseDEtectionSystems (STRIDES): A Global Health Security that builds upon the U.S. Government's Global Health Security (GHS) and other global health investments to enhance diagnostic networks and surveillance capabilities in partner countries. Through STRIDES, the United States extends its support for life-saving activities to address the urgent need to improve infectious disease detection, surveillance, and data systems for priority diseases that pose public health risks for outbreaks, while also providing emergency response support when outbreaks occur. In doing so, STRIDESaimsto halt outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services. STRIDES also advances cross-sectoral efforts toidentify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and build trust in a country's disease detection and surveillance structures. Job Summary: The ProgramOfficer II provides programmatic management, operational coordination, and administrative support across a portfolio of 2-5 countries and/or project components underEpiCand STRIDES. The PO II works closely with country teams, technical staff, and U.S.-based project leadership to support project start-up, implementation, monitoring, reporting, and compliance. This role involves preparing detailed reports, managing budgets for project components, andoptimizingresource use.The ProgramOfficer II also developssub awardpackages, andmonitorssub-awardees to ensure compliance,identifiesrisks, and develops mitigation strategies within their project areas. Accountabilities: Programmatic Management Support: * Coordinates specific components of projects, supports planning and implementation * Contributes to detailed planning,developsplans for specific project components * Managestasks related to specific project areas, ensurestimelycompletion * Preparesdetailed reports, documents project activities, and tracks progress * Communicates with stakeholders on specific project aspects, provides regular updates * Coordinates small teams or work groups within project, ensuring collaboration * Provides supporttoproject management, delivers presentations, andleadsmeetings. * Research and providesinputsfor project design by supporting other team members. * Synthesizesexisting information and data into an overarching summary of progress on key project activities. * Tracks trends in the project area and collects more sophisticated data. * May conduct new hire onboarding on department procedures and administrative processes. * Participatesin external events related toprojectand/or technicalarea. * May serve as a mentor to other team members. * Monitors compliance with project policies and procedures within specific areas * Identifiesrisk within specific project areas, proposes mitigation strategies Programmatic Administration: * Assist in ensuring project SharePoint site is used appropriately by project team. * Liaises with the funder by supporting administrativetaskandassistingwith the coordination of the contracting process; serves as the contactregardingadministrative task assignments. * Monitorssubawardeesfor specific project components, ensures compliance with terms. Finance Support: * Supports the management of the budget for specific project components,optimizesresource use * Reads and interprets budget to understand tracking and suggest budget items/approach for tasks. * In collaboration with Financial Analyst/Manager, reviews expense reports, invoices, and purchase orders prior to project and finance management approval and collaborates with field office on financial transparency on purchase orders input into country office finance system of record to ensure purchases align with workplans and budgeted activities. * Drafts sub-award packages and reviews sub-award package and provides comments before submission for approval. * Manages the pre-award assessment process. * Liaiseswith subcontractors;facilitatespartner/sub-award communication related to task completion and planning Applied Knowledge & Skills: * Full understanding of project/project management concepts and practices. * Basic knowledge of the technical area of the project. * Task level knowledge. * Working knowledge of concepts, practices, and procedures with project design. * Excellent oral and written communication skills in Englishrequired. * Strong anddemonstratedproject/project management skills. * Abilitytoproblemsolveand implement corrective action as needed. * Ability to prepare reports and provide information to management ina timelymatter. * Articulate, professional, and able to communicate in a clear, positive fashion withfunderand staff. * Must be able to read, write, and speak fluent English,Proficiencyin French required Problem Solving & Impact: * Works on problems of diversescopethat require review ofvarious factors. * Usescost benefit/risk assessment with selecting methods and techniques to determineappropriate action. * Builds productive working relationships internally and externally. * Decisions may cause delays and affect a work unit or area within a department. Education: ** * * Bachelor's Degree or its International Equivalent * Civil Society, Communication and Social Marketing, Economic Development, Education,the Environment, Gender, Health, Nutrition, Research, Technology and Youth ora RelatedFields. * Project management certification preferred. Experience: ** * * Typically requires a minimum of 4+ years of relevant experience with projects management principles and practices. * Prior work experience in a non-governmental organization (NGO), government agency, or private organization. * Experience managing and/or supporting complex USG contract/acquisition mechanisms strongly preferred. * International or Domestic (US) Program Development or Program management preferred. Travel Requirements: * 10% - 25% The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
