Position SummaryThe Emergency Services Manager provides professional management, supervision, and operational coordination for the Town's Emergency Services operations, including the Code Compliance Division, the Emergency Services Ranger Division, and municipal parking operations. Reporting to the Emergency Services Director, this position translates departmental priorities into daily operations, ensures consistent and service-oriented enforcement, and promotes the safety, cleanliness, security, and quality of life of the Town's residents, businesses, and visitors. The Manager supervises assigned personnel, reviews field and case documentation, coordinates Special Magistrate hearing preparation, manages operational resources and budgets, and supports emergency preparedness, response, and post-disaster recovery efforts in coordination with the Emergency Services Director. Responsibilities and Reporting During an Emergency SituationIf assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.EXAMPLES OF ESSENTIAL DUTIESProvides daily management, supervision, and operational direction for the Code Compliance Division and Emergency Services Ranger Division, ensuring activities align with Town ordinances, departmental policy, and applicable law.Oversees and coordinates the daily operations of the Code Compliance Division and Emergency Services Ranger Division to ensure work is properly prioritized, resources are effectively utilized, operational issues are promptly addressed, and services are delivered efficiently and consistently.Supervises, trains, schedules, evaluates, and develops Code Compliance and Beach Ranger personnel; coordinates with Human Resources and the Emergency Services Director on employee relations and performance-management matters.Monitors workload, staffing, service requests, patrol coverage, and case status; assigns and prioritizes work to ensure timely response to complaints, inspections, patrols, and special events.Reviews citations, notices, case files, incident reports, and hearing packets for accuracy, completeness, and adherence to procedure prior to issuance or presentation.Resolves escalated, complex, or sensitive enforcement and public-safety concerns; conducts or directs investigations and determines appropriate follow-up.Coordinates Code Compliance cases and Special Magistrate hearing preparation with the Town Attorney's Office, supporting legally sufficient documentation, testimony, and case presentation.Oversees field enforcement and public education activities involving municipal codes, property maintenance, public nuisances, parking, and beach or neighborhood conditions.Coordinates the Emergency Services Beach Ranger Division, including proactive patrols, traffic and parking enforcement, facility security checks, incident reporting, and liaison with law enforcement and EMS.Oversee Rangers and Code Compliance personnel ensuring they use sound judgment, apply de-escalation practices, and promptly report safety hazards, suspicious activity, and emergency conditions through the chain of command.Assists the Emergency Services Director in developing, implementing, and updating departmental policies, procedures, and training plans to improve consistency, compliance, and operational efficiency.Supports FEMA, NFIP, CRS, and post-disaster compliance activities, including field documentation and coordination with the Floodplain Administrator, Building Services, and other departments.Maintains and analyzes operational data and case-management records; prepares reports and recommendations for the Emergency Services Director and other Town stakeholders.Assists with development and administration of assigned program budgets, including equipment, vehicle, and resource planning.Coordinates departmental operations supporting emergency preparedness, evacuation, response, and post-disaster recovery; may serve in an Emergency Operations Center or field-command role as assigned.Builds and maintains collaborative and effective working relationships with Town departments, the Lee County Sheriff's Office, Fire/Rescue, emergency management partners, and the public.Attends assigned meetings, training, Town events, and hearings.Performs emergency response tasks and assignments as directed.Performs other duties as assigned.(These essential job functions are not to be construed as a complete statement of all duties performed. REQUIREMENTS:Education, Certification, and Experience:Bachelor's degree in Public Administration, Emergency Management, Criminal Justice, Planning, Business Administration, or a closely related field required.Minimum of five (5) years of progressively responsible experience in municipal code compliance, public safety, emergency services, law enforcement support, or a closely related field, including at least three (3) years of direct supervisory or management experience required.Experience supervising public-facing field personnel, enforcement operations, or municipal service programs required.Four main professional levels of Florida Association of Code Enforcement (FACE) certification required, or ability to obtain within a timeframe established by the Town. Code Enforcement Professional (CEP) certification preferred, or ability to obtain within a time frame established by the Town. FEMA/NIMS IS-100, IS-200, IS-700, and IS-800 required within three (3) months of employment; ICS-300 and ICS-400 preferred or required within a timeframe established by the Town.Experience with Special Magistrate proceedings, FEMA/NFIP or post-disaster compliance, parking enforcement, and beach or neighborhood patrol operations preferred.Must possess a valid Florida Driver License with an acceptable driving record.*Relevant work experience may substitute on a year-for-year basis for required education. Knowledge, Skills, and Abilities:Knowledge:Town ordinances, Florida Statutes, and municipal regulatory-enforcement practices applicable to code compliance, property maintenance, public nuisances, parking, and public safety.Principles and practices of staff supervision, performance management, employee development, and workforce accountability.Municipal code-enforcement procedures, citation and notice processes, case documentation, administrative hearings, and records-management requirements.Incident Command System (ICS), National Incident Management System (NIMS), and emergency preparedness, response, recovery, and continuity-of-operations principles.FEMA, NFIP, CRS, floodplain, and post-disaster compliance concepts relevant to assigned operations.Public-records requirements and confidentiality practices applicable to municipal operations.Skills:Leading multidisciplinary field and administrative teams in a professional, fair, and service-oriented manner.Planning work, setting priorities, allocating resources, and managing multiple concurrent operational demands.Reviewing, preparing, and presenting detailed reports, enforcement records, incident reports, and hearing materials.Communicating clearly and effectively, orally and in writing, including public communication and hearing testimony.Using conflict-resolution and de-escalation techniques to address difficult or confrontational interactions.Using case-management systems, incident-reporting tools, and Microsoft Office Suite.Abilities:Interpret and apply laws, codes, policies, and technical documents consistently, objectively, and fairly.Exercise independent judgment, maintain composure, and make sound decisions under pressure and during emergency conditions.Build effective working relationships with Town departments, public-safety partners, businesses, residents, and visitors.Conduct and oversee field inspections, patrols, and investigations in varied field conditions.Maintain confidentiality, professionalism, and impartiality in sensitive matters.Work flexible hours, including evenings, weekends, holidays, special events, and emergency activations, when required.Physical Requirements:Frequent standing, walking, bending, and kneeling between office, field, and public-meeting environments.Ability to walk and patrol beach areas for extended periods, including on sandy, uneven, or unstable terrain such as dunes and coastal access points.Occasional reaching, climbing, stooping, pushing, pulling, or crawling while conducting inspections or emergency-related assignments.Must be able to lift and carry up to 50 pounds, including field equipment, signage, or beach-related debris.Physical ability to operate Town vehicles and assigned equipment, including off-road utility vehicles or ATVs, when required.Environmental Requirements:Must be able to work in residential, commercial, public-space, and beach environments in varied weather conditions, including heat, rain, wind, and post-storm conditions.Work may involve exposure to outdoor conditions, traffic, crowds, noise, and hazardous or unsanitary environments encountered during field operations or emergency response.Sensory Requirements:Task requires sound perception and ability.Task requires visual perception and abilityTask requires oral communications ability.
