Job Description Location: Rockville, MD Work Type: Hybrid Work (Minimum 3 days onsite – may extend based on client meetings, delivery needs, and proposal support) Required Clearance: Ability to Obtain Public Trust Job Title: Program Manager / Senior Program Manager (Federal IT Modernization & O&M) Job Overview LCG Inc. is seeking a Program Manager / Senior Program Manager to lead the execution, governance, and day-to-day delivery of a large, multi-workstream federal IT program. This role is accountable for end-to-end program performance across custom application development and modernization, platform delivery (including ServiceNow), enterprise architecture, database services, infrastructure coordination, and ongoing operations and maintenance (O&M) in a regulated federal environment. The Program Manager serves as the primary delivery owner and relationship lead for federal stakeholders in balancing competing priorities, managing cross-team dependencies, driving delivery discipline, and ensuring commitments are met with transparency and predictability. This role partners closely with Product Owners, technical leads, Business Analysts, QA, developers, operations teams, security stakeholders, and leadership to ensure work is well-scoped, properly governed, and delivered with measurable outcomes. The role also owns key planning and financial management activities, including forecasting, resource planning, budget tracking, and support for growth/capture activities. Key Responsibilities Program Leadership & Delivery Accountability • Lead execution and governance across a multi-team portfolio spanning Business Analysis, QA, Development (Java/.NET), ServiceNow, Enterprise Architecture, O&M, and Database workstreams., • Own program delivery outcomes across multiple initiatives running concurrently (i.e., modernization efforts, backlog delivery, enhancements, sustainment, integrations, infrastructure changes, and compliance-driven work)., • Establish and maintain delivery predictability through strong program controls (i.e., release planning, milestone tracking, dependency management, capacity planning, and throughput reporting)., • Serve as the primary client-facing leader responsible for managing expectations, building trust, and driving alignment across federal stakeholders., • Lead executive-level status reviews, roadmap discussions, release planning forums, and working sessions with Product Owners and customer leadership., • Maintain proactive, transparent communication on delivery health, risks, tradeoffs, and decision points, ensuring federal oversight expectations are met., • Partner closely with Product Owners and Business Analysts to shape demand into a governed and executable delivery plan (i.e., prioritized backlogs, quarterly roadmaps, milestones, and release schedules)., • Ensure requirements are clear, testable, and implementation-ready (i.e., acceptance criteria quality, definition of ready/done, traceability, and stakeholder validation)., • Establish and maintain program-level RAIDs (Risks, Assumptions, Issues, Dependencies) and drive mitigation planning and follow-through., • Proactively identify and manage delivery risks (i.e., cross-team dependencies, technical constraints, environment instability, stakeholder availability, approval cycles, vendor constraints, and security/compliance impacts)., • Ensure consistent governance artifacts and delivery hygiene (i.e., status reporting, action tracking, decision logs, release readiness, and change coordination)., • Ensure monitoring, operational procedures, and service performance expectations are met (i.e., SLAs, backlog responsiveness, release windows, after-hours support coordination)., • Own program staffing strategy and workforce planning (i.e., resourcing by workstream, capacity/utilization, onboarding, skill alignment, and surge planning)., • Manage program financials and forecasting (i.e., budget planning, burn tracking, labor forecasting, variance analysis, and delivery tradeoffs based on constraints)., • Lead and develop a multidisciplinary team, promoting accountability, delivery discipline, and a high-performance culture., • Drive adoption and adherence to best practices across program execution (i.e., Agile delivery rigor, standardized reporting, consistent intake/kickoff, and release governance)., • Establish scalable operating rhythms across teams (i.e., biweekly/monthly executive meetings/reporting, integrated delivery planning, cross-team dependency reviews)., • Support RFI/RFP and proposal efforts tied to program delivery (i.e., management approach, staffing plans, governance models, Agile execution strategy, transition plans)., • Participate in client briefings and orals as a program execution leader and delivery subject-matter contributor. Required • 10+ years of experience leading technical delivery in a structured environment, including 5+ years managing multi-team programs or large portfolios., • Program Management Professional (PMP) certification required., • Experience with Agile delivery and execution management across multiple teams (i.e., sprint/release planning, backlog governance, throughput/capacity management)., • Excellent written and verbal communication skills suitable for federal stakeholders and executive audiences., • Experience leading delivery involving ServiceNow (i.e., platform enhancements, workflow implementations, integrations, or program-level governance)., • Experience supporting federal health/civilian agencies (NIH, HHS, CMS, FDA, etc.)., • Experience with delivery maturity frameworks and governance models (i.e., CMMI-aligned processes, quality management systems, or similar)., • Familiarity with compliance requirements impacting federal systems (i.e., security, privacy, accessibility, records management, and change control). The projected compensation range for this position is $160,000 to $200,000 per year, benchmarked in the Washington, D.C. metropolitan area.
