With deep expertise in manned and unmanned undersea systems and operations, the ProteQ team provides its clients with functional expertise ranging across technician, engineering, operations, and executive leadership. ProteQ is seeking a Project Manager/Systems Engineering and Technical Assistance (SETA) – Antisubmarine Warfare (ASW) as a support contractor onsite at the Office of Naval Research in Arlington, VA. This position will be offered on a contingent basis, pending the candidate's successful completion of a background check, eligibility for a security clearance, and the customer's approval of ProteQ's contract change proposal. The final job offer will be extended upon approval of the contract change and is anticipated within 60–120 days of this posting. Technical Tasks: Provides the Program Officers with support for the Antisubmarine Warfare Program in the areas of management, leadership, and coordination of the efforts throughout the performance period. In accordance with this support contract, this may include: • Project planning and execution support, • Meeting and Program Review planning and execution support;, • Program status briefs creation and support;, • Program team management support;, • Evaluation of field experiments and demonstrations;, • Managing and coordinating the material condition and maintenance of ONR owned equipment;, • Logistics support for equipment shipments from several program participant locations to field test sites;, • Field event direction and execution;, • Field logistics planning and execution;, • Field experiments may take place CONUS and potentially OCONUS., • Analyze Fleet requirements,, • Identify and characterize ASW/USW S&T Gaps,, • Ensure proposed and current S&T projects align with Fleet priorities., • Provide technical and management support for internal and external conferences., • Assist in performing analyses, and preparing and presenting briefings (e.g., technical, status)., • Assist ONR with Fleet conferences, summits, symposia, workshops, Integrated Process Teams (IPTs) and sub-teams, and other community of interest (COI) meetings., • Assist ONR with the communication with external and internal clients, research providers, and other stakeholders. This includes, but is not limited to, fleet representatives, resource sponsors, ONR program officers, product managers, federal agencies, universities, commercial and non-profit firms., • Assist in communicating ONR programmatic issues, interests and priorities; identify technical opportunities relevant to Navy priorities; and explain ONR business rules and processes., • Provide Technical Analysis and Recommendations, • Develop scenarios and operational assumptions to simulate and predict the performance of future technologies., • Work with Fleet representatives to introduce new technologies in war games and experimentation., • Analyze Fleet requirements to identify S&T gaps., • Assist with aligning future technologies with Fleet priorities., • Provide analysis of program scientific and engineering research, and financial data., • Prepare and update, as required to support the schedule of ONR program officers, ONR management, and Navy oversight processes, submissions for various reviews to include, but not limited to:, • Annual Future Naval Capability (FNC) Transition Assessment Reviews (TARS),, • Fundamental Research Portfolio (FR) Reviews,, • Transition Review Boards (TRB),, • Annual Technology Transition Agreements (TTAs), and, • FNC, Innovative Naval Prototype (INP), and Technology Candidate (TC) program proposal and execution reviews., • Prepare Briefings and Responses to Data Calls, including:, • Draft responses to internal and external communications on program specific issues., • Draft executive level briefings and responses to requests from Chief of Naval Research (CNR) and ONR Directorate., • Draft responses to routine and ad hoc queries, and prepare and deliver technical input for budget and financial reports, including, but not limited to: revising the program element (PE) summary funding information, program description and budget justification for each Research, Development, Test and Evaluation (RDT&E) program element (R-2) including line item justifications and programmatic summaries., • Prepare Presentations and Briefings for Flag Officer, ONR Leadership, Congressional, and for Public Presentations, • Consolidate data from Code 32 Program Officers and the Business Financial Manager and prepare power point briefings with typically complex graphs, tables, financial data and relevant related technical information., • Support ONR Pre-solicitation Process, • Provide technical expertise in support of BAAs, Speed to Fleet, Rapid Technology Transitions (RTTs), Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) programs and other initiatives or rapid action requests., • Provide technical advice and administrative support to ONR program officers engaged in drafting and staffing BAA special topics and Acquisition Plans., • Development of Department and Division Program Planning Documentation, • Assist with the development of Department and Division program planning documentation which may include, but is not limited to:, • Business Plans, and, • Ability to obtain and maintain a Top Secret clearance;, • Masters degree from a fully accredited college or university., • Ten (10) years of operational experience in a naval warfare community or ten (10) years of experience in the support and management of science & technology (S&T) efforts to develop and demonstrate technologies to support and enable Antisubmarine Warfare (ASW) capabilities within applications that span multiple technology readiness levels (TRLs), and across multiple program elements;, • Experience extracting and efficiently organizing complex technical design, performance, and cost analysis information for concepts, systems, and component technologies centered on enabling Fleet CONOPS across Antisubmarine Warfare (ASW) / Undersea Warfare (USW) areas., • Experience making presentations within Fleet conferences, summits, symposiums, workshops and/or other ASW Community of Interest meetings;, • Experience planning and executing S&T or R&D meetings, workshops, and program reviews.Desired additional qualifications:, • Experience working with the Navy Staff, (OPNAV) Numbered Fleets, Naval Sea Systems Command (NAVSEA) Program Offices and Warfare Centers and Naval Research Laboratory (NRL) representatives to develop scenarios and operational assumptions to simulate and predict the performance of future ASW in support of the Fleet's operating concepts and plans;, • Experience coordinating with the Fleet, the Office of Naval Intelligence (ONI), and Surface Warfare Development Group (SWDG), Undersea Warfighting Development Center (UWDC) and Theater ASW Command stakeholders to:, • Experience in Navy Enterprise Resource Planning (ERP) or similar SAP experience;, • Requirement for 10 years of experience may be reduced to eight (8) years of experience with current certification as a Program Management Professional (PMP) or doctorate degree in a relevant field of study., • Completion of core training requirements required for Defense Acquisition Workforce Improvement Act (DAWIA) Science and Technology Manager (S&TM) Level I or completion of Foundational training requirements for Engineering and Technical Management
