Job DescriptionSalary: $85,000 annually (prorated for the 3-month interim appointment) Position Title: Interim Housing Program Manager Reports To: Director of Administration Status: Full-time, Interim (Approx. 3 months) Salary: $85,000 annually (prorated for the 3-month interim appointment) Position Summary St. Marys Center is seeking an Interim Housing Program Manager to provide leadership and continuity during a transitional period. This interim role will oversee housing services for seniors, including transitional housing and housing clinic operations. The Interim Housing Program Manager will ensure program coordination and compliance with contracts and housing regulations, while supporting client-centered, high-quality services. This is atemporary position, anticipated to last approximately 3 months, while the organization conducts a search for the permanent Housing Program Manager. The interim appointee may be eligible to apply for the permanent Housing Program Manager role once posted, but interim employment does not guarantee permanent placement. Key Responsibilities Transitional Housing (50%) • Provide day-to-day oversight of 3 transitional housing sites, ensuring safety, compliance, and supportive environments for residents., • Facilitate weekly house meetings and community-hosted events to provide information and develop positive relationships in shared housing., • Monitor compliance with housing agreements, and support staff in developing behavioral strategies and client action plans when needed., • Provide leadership in coordinating room inspections, wellness checks, and building safety compliance in partnership with Operations., • Ensure accurate documentation, reporting, and compliance with agency contracts, funder requirements, and housing regulations., • Serve as a primary liaison to Oakland Housing Authority (OHA) and ensure staff maintain updated knowledge of OHA requirements., • Review and approve monthly invoices and housing rosters before submission to Accounting., • Prepare monthly invoices and receipts for participants., • Create an action or repayment plan in coordination with their case manager when a participant cannot make the monthly payment., • Maintain a roster of participants, rooms, move-in dates and target exits, and wait list. Housing Clinic (25%) • Lead preparations and activities at regular Housing Clinic onsite with support services, legal advisors, affordable housing applications, and assistance in completing and tracking applications., • Coordinate with Clinical Program Manager and Senior Homeless Services team to staff Housing Clinic and support attendees effectively by offering resources, referrals, or connection to SMC services., • In coordination with Data team, monitor participation in Housing Clinic and report out quantitative and qualitative date about issues and insights., • Develop and/or deepen relationships with affordable housing providers, residential care facilities for the elderly (board and cares), housing/shelter providers, motel operators, private landlords and property managers to create a list of accessible housing opportunities for clients., • Liaison to affordable housing providers to ensure timely and appropriate information about wait lists, openings and application opportunities. Quality Assurance, Contract Compliance, Reporting, & Agency Leadership (25%) • Understand, document, and communicate contract outcomes/deliverables as related to transitional housing and rapid rehousing, ensuring compliance, tracking, and performance., • Ensure regular reporting on contract deliverables and outcomes., • Support monthly, quarterly, and annual reports by Contract & Data team through regular data entry and recordkeeping in the agencys proprietary Salesforce database, HMIS, and other required databases., • Prepare and conduct regular staff trainings on housing programs and procedures, including Housing First, Fair Housing, Affordable Housing Models, and Accessibility., • Represent the agency at community coalitions, regional housing initiatives, and stakeholder meetings, advocating for policies and resources benefiting seniors., • Partner with the Clinical Program Manager to evaluate program effectiveness, including client outcomes, service accessibility, and community impact., • Support Development and Communications and Advocacy teams in identifying powerful stories that support resource development and policy change with client approval and participation. Skills and Duties • Uphold professional ethics, practice, and values in all aspects of work., • Foster an inclusive, equitable, and trauma-informed work environment., • Model and reinforce an environment dedicated to harm reduction, recovery, and wellness., • For Medi-Cal eligible clients, ensure proper assessment, documentation, and billing of case management and related services. Qualifications • 3 years experience serving low-income, high-need populations, especially homeless and/or formerly homeless seniors., • Demonstrable knowledge of federal and local housing policies, regulations, and resources., • Passionate about working in an organization that values and promotes diversity, equity, inclusion and anti-racism., • Effective written and verbal communication skills., • Well-organized with attention to detail., • Strong initiative, excellent judgment, and accountability., • Manner that models respectful relationships with program participants, staff and members of the broader community., • Computer competency, including Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), Salesforce, HMIS, other databases, • California Driver's License.
