Job Purpose The Quality Manager will lead the development, implementation, and continuous improvement of quality assurance systems in line with the Ofsted Inspection Toolkit 2025 and the Education Inspection Framework (EIF). The role will ensure that provision demonstrates strong alignment to Ofsted's key inspection themes, including curriculum purpose and coherence, high-quality teaching and training, learner outcomes, safeguarding, and leadership and management. The post holder will have proven experience of active involvement in an Ofsted inspection and will be responsible for ensuring ongoing inspection readiness through robust evidence, evaluative self-assessment, and a culture of continuous improvement. Key Responsibilities Quality Assurance and Improvement Lead the organisation's quality assurance framework in line with the Ofsted Inspection Toolkit 2025, ensuring clarity of intent, consistency of implementation, and demonstrable impact. Produce, review, and maintain an evaluative Self-Assessment Report (SAR) and Quality Improvement Plan (QIP) that explicitly reference Ofsted toolkit lines of enquiry and inspection themes. Ensure curriculum plans clearly articulate purpose, sequencing, and rationale, and that these are consistently implemented across all provision. Monitor the quality of teaching, learning, and assessment through observation, learning walks, learner voice, work scrutiny, and triangulated evidence. Analyse performance data (achievement, retention, attendance, progress, and destinations) to evidence impact and inform improvement actions. Ensure quality improvement actions are time-bound, measurable, and demonstrate sustained improvement over time. Ofsted Inspection Readiness and Involvement Lead and coordinate inspection readiness activities aligned to the Ofsted Inspection Toolkit 2025, including mock inspections and deep-dive preparation. Maintain a coherent and accessible evidence base mapped directly to Ofsted toolkit prompts and lines of enquiry. Prepare senior leaders, curriculum managers, and tutors to confidently discuss curriculum intent, implementation, and impact during inspection. Act as a key point of contact during inspection, supporting inspectors with evidence, meetings, and clarification. Contribute directly to inspection feedback discussions and lead post-inspection action planning aligned to inspection findings. Compliance and Governance Ensure compliance with Ofsted, ESFA, awarding organisations, and other regulatory requirements. Maintain oversight of policies and procedures related to quality, safeguarding, Prevent, equality and diversity, and learner welfare. Prepare quality reports for senior leadership, governors, and external stakeholders. Support internal and external audits and respond effectively to recommendations and actions. Curriculum and Teaching, Learning and Assessment Work collaboratively with curriculum managers to support curriculum design that meets employer, learner, and sector needs. Support the development of staff practice through coaching, CPD, and dissemination of best practice. Promote inclusive practice and high expectations for all learners, including those with additional needs. Ensure assessment practices are valid, reliable, and standardised across provision. Learner Experience and Outcomes Champion the learner voice and ensure feedback informs quality improvement activity. Monitor learner progression, destinations, and employer engagement outcomes. Ensure effective support strategies are in place to improve attendance, retention, and achievement. Leadership and Management (Leadership & Management Judgement) Provide strong professional leadership for quality improvement, modelling Ofsted-aligned evaluative practice. Line manage quality staff (where applicable) and coordinate cross-organisation quality activity. Support senior leaders in demonstrating effective governance, oversight, and accountability. Ensure leaders at all levels understand their role in sustaining quality and inspection readiness. Contribute to strategic planning, risk management, and organisational development. Person Specification Essential Criteria Qualifications Level 5 qualification or above in Education, Quality, Leadership, or a related field (or equivalent experience). Teaching qualification or recognised FE professional qualification. Experience Significant experience in a quality role within an FE or independent training provider. Direct involvement in at least one Ofsted inspection, with responsibility for inspection preparation and evidence. Proven experience of aligning SARs and QIPs to the Ofsted Inspection Toolkit and EIF. Experience of leading inspection readiness, including deep dives and staff preparation. Strong experience of evaluating curriculum intent, implementation, and impact. Knowledge and Skills In-depth understanding of the Ofsted Inspection Toolkit 2025 and Education Inspection Framework. Strong knowledge of safeguarding, Prevent, and learner welfare as inspected areas. Ability to interpret and present evidence against Ofsted toolkit prompts. Highly developed analytical, report-writing, and communication skills. Confidence in providing professional challenge and support to senior leaders and curriculum teams. Desirable Criteria Experience of contributing to a successful Ofsted inspection Experience of apprenticeship provision and/or adult skills funding. Leadership or management qualification.
