Industry Governance Manager Reports to: Head of Service Delivery Location: Solihull/Hybrid Job Purpose: To provide leadership of gas industry governance arrangements, acting as an independent and impartial Chair across Uniform Network Code (UNC) workgroups, sub-committees and cross‑industry forums. The role ensures governance activity is delivered in accordance with the UNC, statutory obligations and regulatory expectations, maintaining high standards of transparency, assurance and due process. To lead the delivery of governance services within the Joint Office of Gas Transporters, contributing to organisational performance, capability, resilience and reputation. As a trusted advisor to industry participants and regulators, the role supports the effective development and implementation of industry change while safeguarding the integrity and credibility of the governance framework. To manage the gas industry governance processes and issues in accordance with the UNC Modification Rules, ensuring that license obligations are fulfilled. To ensure due process is maintained at all times and to facilitate the development of Code delivery processes, acting as a key interface and trusted advisor with external stakeholders in terms of governance arrangements processes. Key Accountabilities: • Provide expert leadership of UNC governance processes, ensuring compliance with code and regulatory obligations., • Act as independent and impartial Chair of UNC Modification Workgroups, sub-committees and cross‑industry forums Act as Secretary to the UNC Modification Panel, Uniform Network Code Committee and Joint Governance Arrangements Committee., • Act as trusted advisor/critical friend in the provision of governance advice to proposers of modifications to the UNC., • Build and maintain effective, trusted relationships with regulators and industry stakeholders., • Lead the delivery of efficient, high‑quality governance services within the Joint Office. Provision of expertise in the development of industry governance documents (e.g. Code Administrators Code of Practice)., • Support organisational performance, budgeting, continuous improvement and people leadership. Qualifications and Experience: Essential: • Degree level education or equivalent or experience demonstrating that level of acumen., • Experience in chairing meetings, working collaboratively with stakeholders and managing conflicting views., • Excellent interpersonal and communication skills., • Relevant experience in regulated energy markets or related disciplines Desirable: • Governance, legal or regulatory qualifications., • Experience in energy industry codes e.g. UNC, IGT UNC, the Retail Energy Code (REC), the Distribution Connection and Use of System Agreement (DCUSA), the Balancing and Settlement Code (BSC). Knowledge and Experience Required: • Ability to chair industry meetings, balancing a need for open discussion with objective assessment and a focus on delivering the meeting’s purpose., • Significant interpersonal skills (particularly in an external environment), especially in the areas of influencing, negotiating, and building effective working relationships at a senior level in external organisations., • Strong understanding of the UNC (Distribution and Transmission)., • Good understanding of GB gas commercial and regulatory frameworks., • Awareness of other industry codes and governance bodies., • Understanding of UK energy policy and market developments., • Good knowledge of the regulatory framework and regulatory bodies such as Ofgem / DESNZ / NESO and/or other industry bodies., • Good knowledge of current policy developments of the UK energy market (e.g. Net Zero 2050, clean power 2030 etc). Job Dimensions: • Direct budget: 0, • Indirect budget: up to £4m, • Direct reports: up to 10, • Indirect reports: up to 10 Key Interfaces: • Gas Transporters (Transmission, Distribution, Independent), • Gas Shippers and Suppliers, • Gas Storage Operators, • Ofgem, • Department for Energy Security and Net Zero (DESNZ), • National Energy System Operator (NESO), • Xoserve, • Workgroup and Modification Panel members, • Industry Bodies (Energy UK, ICoSS, GSOG, Oil and Gas UK etc.), • Other Code Administrators / Code Managers (Elexon, RECCo etc.) Other Information • This is a full-time role with hybrid working arrangements., • Travel may be required for industry meetings, most are on-line, but a flexible approach is essential.
