JOB SUMMARY: The Engineering Manager manages the development of engineering and architectural designs and construction activities for additions and improvements to airport assets, including, but not limited to, terminal and general aviation buildings, internal road systems, runways, taxiways, aprons, utilities and other features and fixtures. Establishes standards, best practices, and consistent procedures for the development of airport assets, leads project managers and coordinates with asset owners from all departments. ESSENTIAL DUTIES AND RESPONSIBILITIES: Listed examples are illustrative and representative of the tasks required of this classification but are not intended to be complete or exhaustive for this position. • Provides direct supervision for project management functions including subordinate professional staff and contracted partners. Key functions of this team include design and construction of airport assets, development and maintenance of design standards, and issuance of airport construction permits., • Serves as the lead project manager for the airport project management team and on behalf of all departments., • Provides training and work assignments for, administers policy and procedure for, reviews and evaluates the work performance of, and administers disciplinary actions for subordinate staff, on-call and contract specific architects and engineers, and on-call and project specific contractors., • Develops and administers the airport’s Operational Readiness, Activation and Transition (ORAT) program including deployment on projects assigned to the role. Leads coordination for handoff between project teams and asset owners., • Develops, implements, administers, and modifies Airport standards and procedures related to airport and tenant developments., • Coordinates project impacts with all airport departments, impacted tenants, and other partners including monthly updates to user groups coordinated by Terminal Operations., • Serves as the Airport’s representative in administering design, engineering, and construction contracts, ensuring compliance with all contract specifications; initiating and/or approving design and construction plan changes; monitoring work in progress; accepting or rejecting completed work; approving payments to consultants and contractors; and completing project closeout., • Reviews engineering and architectural plans, designs, drawings and specifications submitted by contractors and consultants for compliance with engineering quality standards., • Ensures that all designs and construction comply with Part 139 of the Federal Aviation Regulations (FAR) and Part 1542 of the Transportation Security Regulations (TSR), established engineering standards, as well as federal, state, and local life safety, environmental, building and local zoning codes., • Prepares or coordinates development of required reports and documentation for environmental quality, safety, health, building and other code and regulation compliance and or permit applications, and ensures that all required construction, environmental and other permits are acquired for each project., • Performs other administrative and support functions required to maintain legal compliance of all programs including wage rate compliance, Due Care Plan compliance, DBE, and other state and federal grant requirements., • Conducts site inspections for federally and state regulated storm water run-off, soil erosion control, underground storage tanks, and hazardous materials spills, and initiates corrective action as required. Serves as a field engineer, inspecting structures, fixtures, and utilities; collecting water, soil and other samples; surveying sites; and conducting permit compliance audits., • Manages engineering document retention functions, ensuring that all engineering and architectural designs, drawings and prints; all as-built drawings; all topographic and other maps; all surveying documents; and other documentation is maintained in a well-ordered, secure and readily retrievable electronic and/or hard-copy document library., • Performs other related duties as assigned. REQUIRED KNOWLEDGE AND SKILLS: • Bachelor’s degree in engineering, architecture, construction management, or related field required., • 6 years of project management experience in large scale development, design, or construction required., • Thorough working knowledge of the principles and practices of civil and architectural engineering and construction management., • Ability to read and interpret blueprints, engineering drawings, construction diagrams, topographical drawings, plat maps, and related graphics and schematics., • Ability to interact positively with staff, consultants, contractors, airport patrons and tenants, and representatives of local governments., • Effective verbal and written communication skills including strong presentation skills., • Thorough working knowledge of federal and state statues and codes for building construction, operations, and safety., • Inclusive knowledge of ADA accessibility requirements related to public buildings and Universal Design principals., • Thorough knowledge of managerial and supervisory principles and practices. QUALIFICATIONS AND REQUIREMENTS: • Registration as a Professional Engineering or Professional Architect or certification as a Professional Planner or Project Management Professional required., • Experience in both private sector commercial construction and public facilities management preferred. NOTES: • Candidate must be able to pass the required FBI fingerprint-based criminal history record check in addition to pre-hire and random drug and alcohol screenings. Candidate must also maintain an appropriate level airport badge.
