Job Description Location: Pentagon, Washington, DC (Primary) | Travel: Local NCR Sites (Mark Center, Springfield, Cheverly) Position Type: Full-Time, On-Site | Security Clearance: Must qualify for DoD Common Access Card (CAC) Position Overview The Program Manager (PM) serves as the senior management official responsible for the full execution, oversight, and success of RMC’s Facility Logistics Support Services (FLSS) contract. This role provides leadership and direction to all project personnel, ensuring the program is executed in strict accordance with the Performance Work Statement (PWS), Quality Control Plan (QCP), and all applicable federal, DoD, and Occupational Safety and Health Administration (OSHA) regulations. The PM is accountable for day-to-day management of contract operations, technical performance, resource allocation, personnel management, and compliance with schedule, cost, and quality standards. The PM acts as the primary liaison between RMC, government contracting officials, and subcontractors, ensuring consistent communication, timely reporting, and customer satisfaction across all supported sites. Primary Responsibilities • Provide executive-level leadership and oversight of all contract functions supporting the Pentagon, Mark Center, Springfield, and Cheverly facilities., • Maintain compliance with contract terms, performance metrics, and PWS deliverables, including reporting, documentation, and financial management., • Oversee implementation of RMC’s Quality Control Plan (QCP) and ensure that inspection, safety, and corrective actions are documented and tracked., • Develop and maintain project schedules, staffing plans, and performance dashboards to ensure all milestones are achieved on time and within budget., • Supervise a multidisciplinary team, including Senior Logistics Coordinator, Warehouse Supervisors, Lead Material Coordinators, and Material Coordinators., • Conduct regular coordination meetings with the COR, government facility representatives, and RMC headquarters to review progress, address challenges, and implement process improvements., • Monitor and enforce compliance with Federal Information Systems Controls Audit Manual (FISCAM), Financial Improvement and Audit Readiness (FIAR), and Defense Property Accountability System (DPAS) requirements., • Ensure all government-furnished property and materials are handled, stored, and accounted for in accordance with applicable property management standards., • Manage staffing, training, and certification compliance, ensuring that all personnel maintain required OSHA, MHE, and forklift credentials., • Develop, track, and submit contract deliverables, status reports, invoices, and performance metrics per contractual timelines., • Lead risk management, safety, and emergency response procedures, ensuring all incidents are properly documented and corrective actions implemented., • Serve as the authorized representative of RMC for all correspondence, performance reviews, and corrective action plans related to this contract. Minimum Qualifications Education: • Bachelor’s degree in Business Administration, Logistics Management, Supply Chain Management, or Operations Management., • Minimum 10 years of progressive experience in logistics, facilities, or program management, with direct responsibility for overseeing projects of comparable scope, size, and complexity., • Demonstrated experience leading teams supporting federal or Department of Defense (DoD) logistics operations, including facility management, warehousing, or property accountability programs., • Project Management Professional (PMP) or equivalent leadership certification (preferred)., • Material Handling Equipment (MHE) Certification – current and valid., • Forklift Operator Certification – current and valid., • OSHA General Industry Certification (29 CFR 1910) – required., • Must obtain and maintain a Common Access Card (CAC) for secure Pentagon access., • Must pass an NCIC background check, fingerprinting, and pre-employment drug screening., • Must be a U.S. citizen or authorized to work under federal contract terms., • Must have the ability to lift up to 40 pounds and work in a physical warehouse or logistics environment when required., • Proficient in Microsoft Office Suite, data reporting tools, and government documentation systems. Preferred Qualifications • Master’s degree in Business, Logistics, or Industrial Engineering., • Previous experience managing logistics or facility support contracts within WHS, OSD, GSA, or IMCOM environments., • Familiarity with ISO 9001 quality management and performance auditing., • Demonstrated success managing Cost-Plus-Fixed-Fee (CPFF), Firm Fixed Price (FFP), or IDIQ contracts., • Experience with Lean Six Sigma or process improvement methodologies. Work Environment & Schedule • Normal work hours: Monday through Friday, 6:00 a.m. – 5:30 p.m. (core coverage window), with flexibility for surge operations or after-hours government requests., • Position requires on-site presence at the Pentagon and periodic site visits to supporting NCR locations., • May require extended hours during phase-in, inventory audits, or emergency response activities.
