Context Head of Delivery – Health & Care Location: Flexible / Birmingham for team meetings Duration: Fixed term contract to 31st March 2026 Reporting to: Director Health & Care, WM5G Salary: Competitive WM5G is looking for an experienced Health Delivery Leader to lead the successful execution of our exciting portfolio of health-tech pilots working in close partnership with our NHS partners, delivery partners & our health delivery team to meet/exceed our target delivery outcomes on-time, to budget and quality. This is a newly created fixed-term contract role will report into the Director of Health & Care – with the objective of freeing up the Director’s time to focus on business development. · WM5G Limited was formed six years ago as a leading digital connectivity, innovation & transformation business. The company is a subsidiary of the WMCA & is governed by an independent board & subject to usual audits and company accounts etc.; · Since then the company has successfully led pioneering health & care technology trials – including early bowel cancer diagnosis, connected ambulances & remote care home monitoring; · Following this the company has won a number of contracts with the NHS including for remote monitoring of citizens in social housing, developing the NHS England wireless strategy & new buildings strategy for connectivity; · Three years ago WM5G was successful in securing funding to launch a programme to scale-up the region’s remote monitoring, community diagnosis & prevention trials into live clinical services working in partnership with the West Midlands’ three NHS Integrated Care Boards (ICBs) to support over 5k citizens & delivery is now underway; · This programme is strongly aligned to the Government’s 10-year strategy to transform the NHS and reduce waiting lists as well as the NHS Long-term Plan; · Since then we’ve launched several major new health & care tech services focussed on community diagnosis and remote monitoring – including technology-enabled social care – in particular; · We’re now at a critical point in delivering pilots with NHS partners surrounding community diagnosis & digital discharge services as well as completing benefits realisation work for some earlier pilots. The successful delivery of these About this Role The Head of Delivery will be responsible for leading the successful execution of the community diagnosis and digital discharge pilots along with the remaining delivery priorities within the digital discharge programme, working in partnership with our NHS partners, delivery partners & health team, to deliver the required outcomes & evidence for benefits realisation, on-time, to quality and to budget. The role-holder will have two direct reports – a community diagnosis lead & a digital discharge lead. The role-holder will need to quickly get up-to-speed with existing work, contracts & plans, confirm & proactively resolve delivery challenges & blockers, build strong relationships with the team, partners & suppliers, keep delivery laser focused on outcomes/net benefits – always considering – clearly communicating progress, proactively escalating any issues/risks by exception to the Health & Care Director and/or MD. Accountabilities The Head of Delivery will be accountable for ensuring that WM5G delivers the remaining outcomes/benefits from the community diagnosis & digital discharge pilots plus the outstanding other health projects – including the remaining exemplar hospital benefits realisation work, virtual care licences & MSK project – working closely with the project leads, our NHS partners and sponsors plus our delivery partners. This breaks into five key responsibilities: Programme leadership · Ensure there is a clear, agreed & detailed programme plan for the next stage of work aligned with the target outcomes for the programme · Proactively check that the team, NHS partners & delivery partners are clear & own the delivery of their respective parts of the plan · Proactively identify & mitigate delivery risks & issues that could re-rail the programme · Proactively track progress towards outcome delivery & take action to pre-empt outcome delivery risks & propose opportunities to do things more effectively · Proactively support the leads to resolve escalations &/or external challenges · Ensure that improving patient outcomes, the patient pathway & NHS staff experience is at the heart of what we propose · Ensure there’s a single view of the truth in terms at all points as to where the programme is versus the critical path, what the key risks & issue are & what we’re doing to address them · Proactively manage the financial position of the programme liaising with the Finance team to ensure that we’re tracking expenditure in-line with budget, paying invoices based on appropriate evidence & operating with a low level of financial risk o KPIs: o Outputs delivered vs target o Expenditure vs budget o Outlook vs plan People management · Ensure delivery leads have clear objectives & KPIs to March 2026 · Proactively engage, support & performance manage delivery leads to meet/exceed their objectives & Build strong, trusted relationships with the team · KPIs: Team performance vs objectives & KPIs; team satisfaction Customer, Sponsor & Stakeholder management · Proactively communicate progress, plans, issues, risks & proposed mitigation to NHS partners · Lead development of agendas and pre-read materials for steering meetings, ensuring these are produced, socialised & followed-up with agreed actions · Build strong trusted relationships with clients, sponsors & other stakeholders · Proactively escalate issues & risks & constructively propose resolutions · KPIs: Outcomes delivered vs targets; client engagement and satisfaction; steering meeting effectiveness and follow-up Delivery partner management · Ensuring that our technology, clinical & other delivery partners have clear responsibilities, delivery plans in place aligned to our commitments · Proactively ensure that partners are delivering their commitments on-time, to quality and budget – in-line with contracts · Evaluate partner performance and take proactive steps to address risks & issues · KPIs: Partner delivery versus targets and contracts; partner satisfaction and engagement Communications & reporting leadership · Proactively support the Director of Health and Care and the MD to communicate progress and benefits delivered from work to other senior audiences · Proactively support the head of marcomms to communicate the benefits we’re delivering in partnership to stakeholders via social media · Proactively support and drive the effectiveness of dissemination events · Support the Director of Health and Care with monthly reporting for Board packs and weekly reporting for SLT progress meetings · KPIs: Comms production vs asks; timeliness and quality of mgmt. information Person Specification Essential: • 10 years minimum experience in NHS service delivery role responsible for managing the end-to-end delivery of major health-tech or care-tech services to thousands of citizens or in health-tech or care-tech business leading the Delivery function to deliver services to thousands of citizens;, • 10 years minimum experience leading business process design, implementation and process improvement in the NHS or a health/care-tech business;, • 10 years minimum experience managing the delivering of health and/or care-tech service contracts worth at least £5m p.a.;, • 10 years minimum experience delivering health and care services, with expertise in areas such as community-based diagnostics, remote monitoring pathways, or similar models of care delivery focused on improving accessibility, efficiency and patient outcomes., • Strong compliance and regulatory knowledge, • Strong commercial acumen and financial accountability through managing budgets and resource planning in a healthcare service delivery setting., • Strong workforce management experience; including team growth, performance reviews, appraisals and conflict management., • Ability to implement and manage systems, processes, and operational frameworks., • Proven understanding of the structure, strategies and key priorities of ICBs and NHS and up-to-date NHS terminology, • Strong analytical and problem-solving abilities, with the capability to use data to improve operational decision-making., • Deep experience delivering complex high value health transformation programmes around community diagnosis and discharge services, • 10 years minimum experience leading the delivery of a CQC regulated health or care-tech service, • Deep and detailed understanding of the community diagnosis and remote monitoring health and care tech solutions ecosystem, • Strong relationships with the West Midlands ICBs, Local Authorities and health and care-tech businesses across the ecosystem, • Business process improvement qualification – e.g. Six Sigma black belt, • Holds a management or clinical qualification., • Familiarity with CRM systems and their role in operational processes., • Understanding of the UK healthcare landscape, including NHS operations or regulatory requirements.
